Ehm, NPC patrols in Gamma/Alpha have nothing to do with that, really.
IMG NPCs definitely should be nerfed, they are way too powerful compared to other NPCs.

IMG patrols are known to be overpowered. It's being worked on for 4.87 (all factions, all ships will be reevaluated).
