Admirals of the Liberty Navy,
I contact you today on the behalf of my client, the billionaire William Frederick Cody, and his company William Fredrick Cody's Weapon & Equipment Shop. As you know, my client's business, run off Norfolk Shipyard is the largest weapons dealing firm in Sirius, bringing clients from far and wide to Liberty to purchase his wares.
A storm is gathering though, the terrorist known as Rorry Santiago has threatened my client in this enclosed transmission, demanding payment in exchange for the safely of Liberty. While Mr. Santiago's thugs currently operate in Kusari, we have reason to believe they may soon move to Liberty in an attempt to extort my client.
What's more, they have threatened to use a stolen Liberty warship to destroy his stores. We do not know how they managed to acquire one of your vessels, but on behalf of my client I would plead for you to investigate any myserious losses over the past few months for any opportunity they may have siezed.
Until the threat can be eliminated, William Fredrick Cody's Weapon & Equipment Shop will be closed. I must impress upon you the impact this will have not only on the Liberty market, but on all of Sirius. This is a matter of utmost priority to assist one of Liberty's richest and most famous upstanding citizens, and his business which ensures that Liberty dominates the weapons market.
In addition, we would request you join us in sponsoring a bounty on Mr. Rorry Santiago, ensuring that it gets the maximum amount of publicity. My client is a man of near unlimited wealth, and the exorbant price he is putting on the Renegades heads, along with your support, should ensure they are brought to justice quickly.

Good evening Mister Riley, I am Vice Admiral Rachel Baker of the Liberty Navy Primary Fleet.
While I'm well aware of the Arms Dealer known as William Frederick Cody, I have to insist that the Liberty Navy is not a private police force, it matters not whether the man is rich or poor, so on and so forth.
What does matter to us though, is the threat of Terrorism, and the thought of one of our own military warships being used to commit a terrorist act. As such, that matter will be investigated internally. If Mister Cody desires a personal protection detail, perhaps you should contact the LPI, maybe they can arrange such a thing.
Once again allow me to reiterate, the Liberty Navy is a Military force, the terrorism threat will be investigated, and while I wish to see no harm come to mister Cody, the Navy does not provide personal VIP protection details to anyone outside of the Libertonian government, nor do we issue bounties, that is a Government matter entirely.
In closing, the Navy will do it's part in investigating the disappearances of any of our ships, and we will do what is necessary to maintain the integrity of Libertonian National Security, but that is where our role in this affair stays, I recommend a further attempt to contact Liberty Police Inc, and the leaders of our Civil government as well, in order to maximize the chance of your concerns being efficiently dealt with.

That's most unfortunate. I'll alert my recon units to look for this rogue warship, even if only to find out if actually does exist. I've unfortunately not got access to the complete Liberty warship registry - that's more the Navy's field of ops than mine - but I am at this time able to tell you that no reports of rogue capital ships have crossed my desk recently, neither from Kusari nor Liberty.
As for the bounty - the LPI is a privately run and somewhat cash-strapped organization, but I'm sure we'll be able to contribute with somewhere between fifty to a hundred million credits to the bounty - I'll organize a meeting with the government later today to see if we might not be able to scrape together a larger, unified contribution to the bounty payout. It depends a bit on the terms of the bounty, to be honest, but trust me when I say that the Republic of Liberty is every bit as interested as you in keeping this threat firmly outside our borders. I'm not able to guarantee you anything yet, though.
Please do tell us if your client receives any further threats, or if you've got any other information or updates for us. Every little detail could possibly help us find the identity (and location) of the rogue vessel.
PS: Could I have permission to forward this transmission to a third party, such as the Kusari naval forces or the Kusari police?

Please understand that we are not requesting protection for my client. For his safety he has already left Liberty aboard his private yacht. We merely wish to ensure that the bounty hunters a bounty on Mr. Santiago would attract would be able to hunt him without causing too much fuss for you. We know how uncouth those mercenary types can be at times.
We would encourage you to forward it to your other law enforcement counterparts as it would be best that Mr. Santiago is given no ground to run to. We appreciate your cooperation in this matter and look forward to working with you to ensure that this terrorist is brought to justice.
