I know what you mean tou fly in and see a few Bounty Hunter ships surrounded by about 10 Outcast or Corsair ships. You would think that they Bounty Hunters would go in with a larger force to make it a more interesting fight instead of watching them get massacarred every time.

actually, when u think a little, there's no chance to be equal, the bounty hunters should be better pilots and fewer in number (having better fighters... prefferable)

It should be both. The reason Bounty Hunters are there, is because they kknow that Alpha and Theta are the home systems of the two largest criminal organizations in sirius. They use nomads as a rite-of-passage, so having Order vessels would make them seriously pissed.
It would be interesting to see an Order/BH/Corsair dogfight though.
