Originally dubbed America Freeport, this installation was one of the first space stations constructed in the Vespucci system by the Hellfire Legion. The aging station was disassembled and rebuilt in orbit of Planet Topeka in 823 AS to better reflect the Legion's shifting priorities. While expensive, this operation was deemed worthwhile in order to exert additional influence over the remote Kansas system's resources.

The installation scaled back its military role in the years preceding the Insurgency's formation and primarily focused on civilian development. In this capacity America served as a trade hub, facilitating exchanges between the now-defunct Commonwealth, its allies, and sympathising elements of Liberty's corporations. Despite possessing a relatively strong garrison, the crew quickly fell in line with the new Insurgency when the Commonwealth was forcibly dissolved.

Renamed in part to emphasize the Insurgency's change of direction and doctrine, Mulvane Outpost now serves as a security hub, coordinating patrols across the entire system. This has allowed Fort Riley to focus predominantly on ship production and training.
