The Core built Capetown as a defensive strong-point and supply base for ships exploring the upper Omicrons in search of alien technology. It is a recent construction, built inside the cover of a dense nebula. While the nebula provided the Core with cover during construction, it also makes it difficult to detect incoming ships, so the Core has to patrol the perimeter of the station in order to give it advance warning of attackers. The Core is well aware of what destroyed Freeport 7, and is determined to not make the same mistakes.
