The Holstein Accords are a political agreement [sic] signed by (former) Imperial and Federal governments.

Following over a year of conflict, the Holstein Accords were ratified the 02-22-828 A.S. supposedly on Planet Holstein, Frankfurt.

Outline

The Holstein Accords declares an armistice and reunification to "preserve and strengthen the people and state of the House of Rheinland". Indeed, Rheinland previously suffered from a civil war, dividing the House between Federalists, deposited after an Imperial Coup in 827 A.S., and Imperials.

Summary

Governmental Changes

The Holstein Accords also changes the entirety of the Rhinish government, instituting a Senate, comprised of 10 elected senator, each per inhabited "core" Rheinland" planet, and will subsequently have a term of ten (10) years. A Tribunate will be instituted, with each tribune having a four-years term, and will be elected by "contiguous" districts of ten (10) million citizens on each inhabited Rheinish planet. The Tribunate shall overrules the governors and senators by "simple" majority.

The Emperor will remain in power however, and will be selected from a pool of eligible heirs by a "simple" majority. The desired requirements are unknown. The Emperor will serves until "death or abdication". In turn, the Emperor can veto any decision, but it still can be overruled by the "3/4ths majority [sic] of both the Senate and the Tribunate".

Another head will be instituted; the "Executor". The Executor will exercise all legislative power and will enforce law throughout Rheinland. The Executor shall be elected by obligatory direct democratic vote by all citizens, and new elections will occur each ten years. The Executor's election shall be "confirmed" by the Senate and Tribunate and "confirmed and sworn in" by the Emperor himself.

Policies changes

The Holstein Accords gives amnesty to all members of both Imperial and Federal governments. It is unknown if potential war criminals, defectors and other members conventionally considered criminals will receive as well amnesty. In addition, the Bundschuh Party of Rheinland, the Unioner Party of Rheinland and the Technocracy of Auxo also receive amnesty and are no longer considered unlawful.

The Rheinland Police resumes normal activity in Rheinland, and the Rheinland Military will return to defendng the borders and interests of the Rheinland State.

The MND also returns as the sole intelligence "apparatus" of Rheinland.

Follow-up

It is unknown how the Holstein Accords will prevent any further coup or insurrection. The Emperor will seemingly hold some power, however, the Senate and the Tribunate can still rule against his decision, making his power useless in case of a senatorial or tribunitian insurrection or coup.
