This article ought to show what it's for at the top of the page. At the moment, it looks like it's actually used for developing work, but I can't tell. It almost seems like it's designed for players to keep track of new systems being added, albeit in an odd format.

- It was originally indeed for the Discovery dev team, but is no longer relevant - it is over two years old and was used during the development of 4.85, as far as I can see. They switched to using their own Trac wiki long ago.
