After the disaster on Planet Braga, The Order had a lot of salvaged construction equipment that they could use to build a new base. They searched the system until they discovered a giant asteroid in the northern area of the Amadora Asteroid Field. The Order mined out and pressurized the core of the asteroid, and built Mora Station inside it. It is a great feat of Order engineering, as well as a fortress from which The Order explore and guard the northern part of Omicron-100.
Besides rumors tell about secret laboratories in restricted areas of Mora. They also say that the Order stores and experiments with a active Nomad Power Cell there. It sounds logical because Mora is slightly away from any other facilities and everyone knows how unpredictable Nomad Power Cells are. So a accident won't cause a great stir.
But maybe the most interesting rumor close to reality is that Cerberus set their secondary headquarters aboard the station, in order to guard the anomaly around the Omicron 92 jumphole.
