- Can engage pirates, terrorists and lawfuls within their Zone of Influence
- Can only pirate in a gunboat or smaller (cruisers and battleships may demand allied pilots only outside of Omicron Gamma)
- Can escort smugglers
- Can land at the OSC Luxury Liner Hawaii
- Cannot fulfill bounty contracts
- Cannot ally with any lawfuls except with Cryer and Kusari lawfuls against the Outcasts and their allies
