Planet Blouis was discovered simultaneously with Orleanais in the year 60 AGS. Actual colonization of the planet, however, took much longer due to unhospitable atmospheric conditions. Terraforming of Blouis started circa 200 AGS and lasted for over three hundred years, with the first colony established planetside in 505 AGS. With most of the planet's surface covered with oceans, and with its warm climate, Blouis was to become the first dedicated resort planet in Gallia. However, by 500 AGS, Nevers became another potential resort world in a system only one jump away from New Paris, and the First Gallic War made things worse by causing significant economic decline and delaying potential investments into the planet's infrastructure.

When the resorts finally became operational by 600 AGS, Blouis attracted significant attention from those who could afford off-world tourism around Gallia. The planet also attracted large numbers of permanent settlers, most of them initially being resort industry employees and algae farmers. Nevers did not provide significant competition until about 650 AGS, and the two planets were providing nearly equal attractions before taking a beating from a newly founded exotic resort on Marseille. Before the war with Bretonia, Blouis was shifting its luxury resort facilities to service a wider range of customers. The permanent population of the planet is no more than 300,000, but it can rise up to 2 million if the tourists are counted.
