I am hereby submitting a request for a RED-clearance visa and permission to build a modular base in orbit of Planet Jiangxi. However, due to the issues of supplying it, my associate Ryan Melford, captain of the cargo vessel "Magnificent Lunatic" will also need clearance, if clearance for base construction is given.
By definition, all SCRA|-tagged vessels will be granted full access to the station, and regulations will be strictly adhered to.
Regarding base regulation, I have two questions, the answering of which will directly relate to whether or not we'll build said modular base.
Is everything not forbidden allowed, or is everything not allowed forbidden? (ie We do something your rules or official judgements don't cover. Will your representatives... A. Make up a rule on the spot and penalize us, or B. Leave us alone, possibly pending an official revision of the rules to cover our activity which will remain unregulated until judgement is passed?)
What kinds of fees are applicable?
The base is planned to be called Jiangxi Orbital with an IFF of IMG, should approval be granted.

The request for a visa was packaged with the applicant also asking for permission to build a base called Jiangxi Orbital, as well as an inquiry as to any restrictions or fees regarding the usage of said base.

Reason for application: Construction and supply of a modular base in a secure area, ie in Orbit of Planet Jiangxi, though a different location is in the cards. Otherwise, trading Deuterium for Vodka.
Why we should grant your desired clearance: The addition of a modular base means employment for your citizens, as well as easy access to cool toys such as Docking Bays, Hyperspace Scanners, Cloaking Devices, or Jump Drives for your personnel, as well as the addition of any fees assessed going into the GNP of the Sirius Coalition. There is little to no security risk, due to our respective diplomatic relations, though if hostiles were to breach your security net, they'd be out for our blood too, considering who they are most likely to be (ie Corsairs, you-know-whats), and the station would buy some time for a proper response in a worst-case scenario (Corsair capital fleet knocking on the door, you-know-whats deciding to give Jiangxi the Planetary Makeover: Toledo Edition). The list of materials shows everything we need for our planned operation to be clear of any restriction save Scientists, who we can prove are going to work with us safely in Coalition territory, but require RED clearance to legally transport in your space.
