Honourable representatives of the Crown,

The Parliament has been reflecting lately on the excellent relations the Republic of Kusari is experiencing with the House of Gallia, despite the past.
The house of Kusari would be honoured to tighten its links further with the House of Gallia, by making an offer profitable for our both economies.

Following the opening of trade between our two houses, our great Keiretsus personnel, who had the good fortune to visit Gallia, sang the praises of your House technology more than once.

They especially told their chiefs as well the Jump gate an the Lanes network worked in Gallia. Sadly, I'm afraid the honourable captains of the Ile-De-France shipping or Gallic Metal Service vessels we come to hail in Kusari don't share the same optimism concerning our network.
The Lane Network Kusari is using is ancient and often breaks down. While the network was nationalized centuries ago, the technology it's based on isn't mastered by any Kusari Keiretsu, thus causing delays to get replacement parts and qualified personnel to work on it.

Given those difficulties, the Parliament has been considering as an option to void the maintenance contract of this aged network and to appeal to the House of Gallia's corporations in order to either replace this network, or sign a new maintenance contract.

Sadly, I know little about the Crown stance when it comes to Jump Gate and Trade Lanes Network technology.
Furthermore, there may be some technical difficulties, as the two network technologies might not be totally compatible.

The Kingdom is indeed pleased with the volume of traffic and the accompanying good relation that have ensued. General prosperity is to be encouraged as a happier populace is less factious and ultimately more content and more productive.

It is possible that our lanes have slightly enhanced capabilities but irrespective of that possibility we find the Gallic Lane superior for manoeuvrability on entry and exit. We also have some concern that a staunchly Liberty organisation seems to have a key stranglehold on the standard non-Gallic lane.

It thus seems eminently sensible for both our needs to secure a more stable network which we can maintain and for that matter, renew on our terms. It is also possible that there may be fruitful research on our fundamentally different fuel supplies, possibly looking into the interchange ability of H-fuel and oil, dual fuel if possible would be a boon to logistics.

The logistics of this are not just linked to trade, there are potential policing issues. I suggest that we arrange some working concordant between Kusari police and military forces with their Gallic counterparts. By joint drills and working arrangements we can avoid any uncomfortable diplomatic incidents. We will thus instruct GRP and GRN commanders to contact their counterparts. Or if convenient your commanders could contact ours.

To facilitate this development we encourage you to contact either, or both, EFL Oil and Machinery at Chartres Space Colony, Orleanais system and Solar Engineering based from Compiegne Space Colony, Ile-de-France system. We will also inform those companies of your intent and the Kingdoms support.

The House of Kusari jump-gates and trades lanes network were indeed constructed using Ageira Technologies exclusive travel technology. This company made sure everything was done to keep the technology they designed secret, thus assuring their undisputed monopoly when it comes to travel technology.

This absence of control over travel technology poses a major problem to the Republic, especially if our relations with the House of Liberty came to a critical state.

Thus, the Republic would be positively interested to negotiate an advantageous contract for the House of Gallia, granted the crown agrees to a technology transfer at some point of the contract.
As a first step, I would humbly suggest Gallic corporations to be allowed to send scientists specialized in travel technology to meet with ours and begin to study Kusari lanes network and Jump gates, so that preliminary steps can be identified concerning this project.

That said, the Ministry of Defence is more than favourable to honour your proposition regarding a closer cooperation between Kusari warrior caste and Gallia military. Kusari Naval Forces were already allowed to enforce Gallia's laws in Tau 23 system; the Ministry of Defence hopes Gallic Royal Navy appreciates their assistance.

The Republic does believe a summit on New Tokyo with Gallic Royal Navy officials would be a pleasant idea, allowing the personnel of our forces to get to know each other.
Camaraderie and mutual respect are vital for operational synergies.

The Kingdom is indeed pleased with the reception of our suggestion and appreciates the opportunity to attend a summit and meet face to face over these important discussions and potentially monumental decisions.

You cordial invite is thus warmly accepted and we will expedite the planning needed to bring this opportunity to fulfilment.

However, we would like to suggest this be a major summit commensurate with the possible gains we may be discussing. If acceptable and at this level of importance, as a senior diplomat and part of the Tau Decree negotiations I will of course attend and undoubtedly be accompanied by Général Matthieu Reynaud from the Ministry of Defence. As part of the meeting will be to facilitate a stronger forging of our military personnel it would also be desirable to have at least one representative who is currently on active service. Whilst it may be premature I will try and second Général Lucie LeBlanc who I believe is known and respected by the Kusari warrior forces.

It is also likely that we will assemble a small number of representatives from our major shipping companies. Their expertise may be able to input by judging any larger logistical benefits that may be accrued from this cooperation.

In addition we will also arrange for some of our general engineering and lane technology experts to travel into your systems. These will most probably belong to our EFL Corporation as they are trustworthy and also intimately acquainted to our lane technology. Contact details would be appreciated.
