Admiral Golanski,

First, let me introduce myself: my name is David Starr, Advisor to the Board of Directors at OSI. Your previous communication regarding the research subject was forwarded to me by Mr. Kelly. He feels that I can perhaps have a better understanding of the situation.

You see, I stand in the middle between his businessman background and your more militaristic one. I’m a trader, but also Escort pilot. We fought together against the Wilde in Omega 9 not so long ago, you might remember. I was that last bomber pilot you tried to help escape. It was not possible to save my ship, but your actions allowed one IMG transport to rescue my escape pod.

That was to show that we recognize the threat that Nomads and Das Wilde pose to all of us. We at OSI understand and acknowledge your concerns. Until now, we had done nothing but put the nomad cells into storage in our strongest containment fields. If we really wanted only to profit from this technology we would have never contacted you in the first place, don't you agree? We know you would oppose it. We are not THAT naive.

But that was not our intention, really. Maybe the proposal was not properly worded, but that was just an initial idea, to be developed upon. In the initial communiqué about this subject it was stated that OSI would want the right to any commercial usage that can derive from such research. Perhaps that should not have been mentioned, not because you dislike it, but because there is a great possibility that nothing really usable could come out of it, or something deemed really too dangerous to be meddled with perhaps.

But no one ever talked about 'profit above everything'. We are a company, and we aim on profit of course, but as Zoners we aim on so much more than just that. The last year attempted occupation of Gran Canaria by the Corsairs and the Coalition, and OSI putting its few combat assets in the front line of defense, proves that our home and our families and the zoner way of life come first when related to our profit. You witnessed it first hand. And we still have not replaced all ships we lost in that opportunity. And we have three family pensions to pay until the children of our dead security employees get to 21 years old. Could've been much worse. But profit is secondary, when the Zoner way is in danger, or the whole human race for that matters. That's why zoners in general, and OSI in particular, have always supported your cause with everything possible: warships from those who have them, logistic support in the case of OSI.

You misunderstood our intentions, Admiral. OSI as a company aims for profit. But no company exists by itself, it is only made by those individuals that are members of it. And in our case we are Zoners. And as zoners we were aiming, first and foremost, to the safety of our families and everyone that lives in the borderworlds and deep omicrons. With a better understanding of this technology, the Order would be the biggest beneficiary, understanding is a must to combat an enemy. And of course nothing would be done without the Order consent. And in the remote case of anything with civilian use results from this venture, it would be limited to the Order and Phoenix and OSI, as members of the research team, and only with the agreement of the Order Overwatch, and no objections from Phoenix, it would be put into use, of course.

Also, you must realise that, when the 'commercial rights' was mentioned before, that does not imply automatically that whatever 'product' that might come from this research would start production and go to open sirius market right away. Of course not. That was never OSI's intention. At the most what we were aiming for was some breakthrough in energy efficiency, and the only thing OSI would produce out of it would be more efficient powerplants for Gran Canaria and Akabat, for an instance. And as for 'commercial rights' we meant that the Order would also need to consult us in the case you want to pass some knowledge to one of your allies. Not all of them are friendly to Zoners and OSI, as you know. Nothing more than that.

Anything that can come out of it that is not of militaristic nature would be only 'commercialized' between ourselves. And only with the Order consent, of course. And by commercialize I don't mean the simplistic meaning of the word, money, but that of collaboration and exchange of resources and favours between our groups, for the betterment of all. Because OSI would benefit much from Order having the advantage against Nomads and other Omicron menaces. A safer sky is always best in any circumstance.

So, Admiral, allow me to summarize all this:

- We would build a station, funded by OSI, in Order space, in a location that you find safe and secluded enough for that.
- In that station we would research those nomad orbs, with a mixed team of Order, Phoenix and OSI scientists.
- All of that under Order security and supervision.
- And anything that can come out of this joint-venture will be kept between ourselves, unless all the three groups agree otherwise.

Is that good enough for a first draft, Admiral? Anything you would want to add to that, or modify? Details can be worked later, like number of people involved, specific safety measures needed, and other points...

Lets put aside all previous animosity between our groups, and work together once more for the benefit of mankind against the nomads?

With your input, I will present this proposal in the next meeting of the Board of Directors at OSI, as we need to vote on such matters. I am sure we can get to a common ground…

Best regards,

The way you put it is much wiser than of your leader. I wonder why it takes someone else than Kelly to push for deal with The Order. Certain requirements have been so far established. Those are as follows:
  • Base will be constructed in Omicron Mu system.
  • Highest administrative function will be held by The Order only. Base will be run like any other installation of my organisation. Reason for this is, any potential bases of non-Order parties are not desired by Overwatch.
  • Since location would be in heart of The Order territory, any suppliers will follow The Order directives and space regulations. We will not accept "visitors" from groups that are not permitted in our systems.
  • Exact location of the endeavour will be shared privately.

Greetings Admiral,

I don't see any problems with your requirements. OSI will of course need second level administrative access for the logistic control, but we have no objections about the Order having the top level control of the installation. It being in your space that's only expected. And the supplies convoys shall be composed of OSI ships exclusively, at least that's the first idea. Any sub-contractors needed should be under OSI responsability and cleared first with Overwatch, of course. We don't want anyone snooping around on this one.

So, we agree with such requirements. We will discuss this further in our Board meeting this week, we have to take into account all resources that we will need in this endeavour, after all. Then we can start talking about our operation in more detail.

Greetings Admiral,

Well, the issue was discussed in our Board meeting yesterday and all agreed with your requirements for the base. It will be built in a location of your choosing, Order having the top level admnistration control, no problems with that.

We talked also about the logistics involved in building and supplying the base. So it was agreed that the best and safest and more secluded way of supplying the base would be through a jump convoy. This way we can get directly to the destination without anyone knowing it, and we can even use our barge to massively supply the station. Otherwise the costs would increase greately and, more important, also would rise the risk to our crews and the risk of being detected by some undesired eyes.

For that, we request that the order provide us with up-to-date jump coordinates to a position close to the base contruction site. Of course only our high command will know about said coordinates, no pilot will have this information, not even the jump-ship navigator. One of our Directors will take care of that function in this case.

I hope that is satisfactory for now, Admiral. If there is anything else you want to discuss at this time, I am constantly monitoring this channel.

One of our agents will deliver secure package straight to your office on Gran Canaria. Once said box will be confirmed safe at your place, Overwatch will transmit codes to open it. Do not try to access it without our permission, it is compact design following security schemes of Ageira utilized within jump gate parts cargo containers. Unauthorized attempts will result in destruction of both box and the content - piece of paper with hyperspace co-ordinates on it.

If you ask yourself why doing it this way... You cannot hack piece of paper. We took matter of the box security as well. Trying to access the shipment by more crude means will result in termination... it is also protected from hacking attempts preventing it from being opened by third party.

Admiral Golanski out.

Hello again Admiral,

I received your package from your agent this evening. He was quite amused to see a room with lots of boxes and no desk. I just moved in today.

Anyway, I have your data and tomorow we will start gathering the materials needed for the first stage of our operation. I shall contact you as soon as we are ready so we can agree on a schedule for the jump.
