The Screens fades out and into a large room with a desk in the center, a smoky aura has filled the room where the 13 Dons are spread out the screen shows the Dons shaking hands and smiling

1) All Outcast brothers, whether in the independent military, or factioned soldiers are to be treated with equality and respect, punishment will be given if broken.
Punishments for Fighter class Vessels:
1st Offense: 6 Million Fine
2nd Offense: 12 Million Fine
3rd Offense: Banishment from Outcast Space
Punishment for Warship Class Vessels:
1st Offense: 12 Million Fine
2nd Offense: 24 Million Fine
3rd Offense: Banishment from Outcast Space
Punishment for Trader/Smuggler Class Vessels:
1st Offense: prohibition from smuggling in outcast space for 96 hours
2nd Offense: prohibition from smuggling in outcast space for 192 hours
3rd Offense: Complete prohibition from entering Outcast Space
All Vessels found Violating prohibition will result in automatic banishment Depending on circumstances
2) Our great spirits (nomads) are not to be harmed under any circumstances, Their Technology is prohibited of use and doing so will be punishable by death

1st Offense: 3 Million Fine
2nd Offense: 6 Million Fine
3rd Offense: Banishment from Outcast Space
Punishment for Warship Class Vessels:

Punishment for Trader/Smuggler Class Vessels:

All Vessels found Violating Probation will result in automatic banishment Depending on circumstances
3) The Council hereby decrees all warship vessels (Cruiser and up) outwidth the alliance will be given 60 seconds to leave, if refused will be punishable by death, Exceptions will be made if contacted before entry into outcast space
Punishment for Warship Class Vessels:
1st Offense: 5 Million Fine
2nd Offense: 10 Million Fine
3rd Offense: Banishment from Outcast Space
4) All trade vessels and smuggling vessels will be oblidged to take up a cargo scan, and leave outcast space with our glorious orange ambrosia, not doing so will be punishable by death
Punishment for Trader/Smuggler Class Vessels:
1st Offense: prohibition from smuggling in outcast space for 48 hours
2nd Offense: prohibition from smuggling in outcast space for 96 hours
3rd Offense: Complete prohibition from entering Outcast Space
All Vessels found Violating prohibition will result in automatic banishment Depending on circumstances
5) All vessels not flying the colors of Malta are to be halted and scanned prior to docking with our home. Failure to comply will result in summary destruction of the craft in question.

1st Offense: 2 Million Fine
2nd Offense: 4 Million Fine
3rd Offense: Banishment from Outcast Space
Punishment for Warship Class Vessels:
1st Offense: 5 Million Fine

6) Three or more scrambled communications in-system will be treated as attempts to contact the Corsair scum. ((ooc chat))

7) No capital ship shall attack New York with out permission of the Council of Dons or face fines

8) All vessels disrupting the trade routes of smuggeling and trade craft within Omicron alpha will be punished accordingly
