As you probably are aware by now, there is a diplomatic cold between Liberty and Kusari. High Command has authorized me to make a summary of what to do and not do as to not antagonize and/or worsen the situation between the two Houses. This message is not meant to be condescending or insulting, simply a reminder: most of you probably already apply this as secondhand nature. As a result, I will keep this list short and simple:
Our home is already at war on three fronts, we do not need to add yet another one to it. Part of our job is peacekeeping, and has in fact had been a proud naval tradition through the centuries. Let it be known by historians that Liberty is not an agressor.
- Do not chase criminals from the independent worlds into Kusari sovereign space. Once they jump, it's done for you. Simply warn the Kusari forces present; not only do their laws not always match ours, but this would be a gross disregard of the Boorman Treaty. As we all know, its terms are mostly obsolete today, but I believe we can still apply the "Do not bring foreign warships into another House's sovereign space" portion of the treaty. Keep this in mind: you've won the moment you've kicked them out of Liberty's influence zone, and already made our House a safer place to live in.
- Learn your place within Liberty. Your are not above the Liberty Police Inc. in terms of "importance", nor are you under the Liberty Security Forces. Each of these organisations are independent from each others, and each is vital for the well-being of Liberty. Remember that you work for the Liberty Navy; if, as an example, a LSF agent asks you to help him perform a task that probably is 10 grades over your pay grade, you do not have to assist him, doubly so if this act could harm Liberty's diplomacy.
- You have a right (and duty) to refuse following the orders of your superior should you believe they will negatively impact the diplomacy of Liberty in general, among other conditions (such as war crimes); report such orders and acts to the Liberty Navy High Command.
- Should you have any doubts about the legitimacy and need of a certain operation or mission, or think that it may in any shape or form harm the diplomacy of Liberty, ask clearance from the High Command beforehand. If you do not and your missions goes FUBAR, we will not assist you in any way whatsoever to deal with the consequences of your acts. In worst case scenarios, you may even be court martialed and be declared a rogue element.
