Admiral Anderson,

Your request has raised several eyebrows within the admiralty. This is the first we've heard of this apparent capture of a Gallic Valor. As such, the most important question to be answered is how you came in to possession of such a vessel. Details behind it's capture along with its christened name, if known, will need to be disclosed.

Furthermore, as I'm sure you're aware, the facilities aboard Baltimore are currently devoted heavily towards the war effort. Any lapse in their current routines could lead to a potentially costly drop in front line defence against the Gallic invasion fleet. Until Deep Space Engineering can give accurate figure on the scale that standard production would be reduced by to allow for the project, the admiralty will be unable to assess how the merits of your endeavour compare to the disadvantages of lowered production from the shipyards.

Admiral, we find your answers unsatisfactory. Why these records were unsealed is a mystery to me, as you should very well know that we require all information. You also lack a ridiculous amount of required information, and as such I will ask you each and every question we so far have.

First, how was this battleship captured? We require full disclosure of the operation, from name to ships involved. Was the loss that inevitable occured worth a single enemy battleship? Furthermore what is the current status of this nameless battleship, as well as the name of this vessel? Both the original name and the chosen name it will be christened - which was explicitly demanded by Admiral Waterstone. We also would like all operation codenames provided.

Second, why were you placed in command of such an important task? What do you bring to the table other officers, more experienced with such operations, don't? Assure us we can trust you to carry out this operation without causing universe-breaking accidents like a certain captain.

Finally, once this vessel is ready, if we green light this entire operation, how will this vessel be used? Right back onto the Gallic front, against it's bretheren? Home defense? Or are we going to see it floating in Cortez watching the lanes?

These are all questions you should have preemptively answered and expanded on. Your lack of preparedness in presenting this request to the Admiralty Board has me concerned for this venture and it's impact on the war effort.

As a final note, fifteen percent is too high. Lowering the impact to Baltimore will go a long way to making this entire operation go from standstill to full speed ahead.

Full disclosure. Assure us that moving resources and manpower to this apparently captured Gallic Battleship is not a waste.
