Subject: Order-Phantom Relations

Earlier today, a Phantom fighter was spotted attempting to gain docking access to an Order base in order to procure weaponry from us. The Order docking personnel who allowed the ship into dock have been arrested and are awaiting court martial.
The Phantom Empire exists to bring down the infrastructure of the Sirius Governments. The Order exists to protect those governments, whether they see it that way or not - our task is to protect humanity, all of it, from alien threats. These two ideals do not coincide.
When this Phantom pilot was confronted, he attempted to claim nuetrality between the Order and Phantom factions. I would expect more intelligence from such a powerful organization, but it is apparent that whoever leads the Empire keeps it's own pilots in the dark on the subject of affiliation with other organizations in Sirius space.
We are not allies. We are not nuetral. Until the Phantoms cease their threats and attacks against humanity, we will never be nuetral to one another. If your ships are spotted in the vicinity of any Order station or battleship again - particularly when trying to gain access to those locations - we will destroy the aggressing ship without warning.
If it's peace you want, you're going to have to change how you interact with the people of Sirius.
