"Due to numerous misreadings of this treaty causing several incidents in both liberty and order space since it's inception, I feel it is necessary to clarify the original treaty presented by Commodore Stewart Chamberlain."

Terms: Liberty
-No Liberty Navy, Liberty Security Force, or Liberty Police, Inc. Vessel is to enter Order space unless given authorization by a ranking Order officer and subsequently escorted by that officer for the duration of the Vessel's stay in Order territory. Order Space includes the following systems:
--Omicron Minor
--Omicron 100
--Omicron Major
--Unknown

-No Liberty Navy, Liberty Security Force, or Liberty Police, Inc. Vessel is to engage in hostile actions with Order vessels unless it is in self defense, or defense of Liberty Territories.

Terms: The Order
-No Order Vessel is to enter Liberty space unless given authorization by a ranking Liberty Navy or Liberty Security Force officer and subsequently escorted by that officer for the duration of the Vessel's stay in Liberty Territory. Liberty Space includes the following systems:
--Alaska
--New York
--Colorado
--Texas
--California
--Any systems designated as Liberty Navy, Liberty Security Force, or Liberty Police, Inc. Guard Systems

Purpose of the Cease-Fire Agreement

"The Order exists to protect humanity from nonhuman threats, and has always existed with the same purpose. Our primary task is defending house territories against Nomads, Phantoms, Wilde, and any other threats to the stability of the Sirius Colonies. We have no wish to take hostile action against any other human, but unfortunately circumstances dont always allow our disinvolvement from galactic affairs. The bounty hunters guild wages a war against us we do not wish to fight, and there is a near-constant smuggler and pirate presence within our own space."

"Due to these factors, engaging Liberty forces in petty squabbles that benefit neither side is only detrimental to our resources, our time, and our reputation with the general public of the colonies. By negotiating a Cease-Fire agreement with Liberty, we can focus our tasks on the true issues at hand: Alien Threats, and defending ourselves against the onslaught of the Guild."

"When Liberty finds itself under assault from hostile alien forces, whether it be the Nomads or any others, we will be there to lend our assistance. We stand ever vigil over the interests of humanity, and this offer extends to every house which finds itself in need of aid against such aggression. Whether you be Kusari, Bretonian, Libertonian, or Rheinlander, we will no hesitate to lend our assistance when it is needed. To that end, maintaining the peace between each house and our own organization is in the best interests of all involved."

This Transmission states it was recorded on the Day of the Thirtieth of the month September from the old Earth Calendar, and I wonder, Is the mentioned Cease-Fire Treaty still in-tact or has it been broken once again?

The cease fire has been breached by both sides numerous times, it is no longer in effect.

However, all order ships are instructed to remain out of core liberty systems, including new york. Any engagements to be made with Liberty's forces are to be in alaska or in our space, we cannot have civilians harmed in the crossfire between our groups.

Ah, Commander Kimura, you act as if we *should* be fighting...

The rule as I see it is:

Only return fire, unless they're in OUR system(s) or systems beyond ours in a linear path.
(Alaska counted as their system)

Order forces should not engage Liberty Forces, this just makes us look worse.
If they come to us, peacefully send them away, when (if) they refuse is when warning shots are fired,
if this doesn't intimidate them into submission to the orders to evict their ships from our space, then hostilities emerge.

But NEVER should we openly attack them, ever... They'll just think we're evil and attack us some more.

I know how we should be behaving, captain. That doesnt change the fact that we've got Order Battleships ignoring such rules of engagement.
