Faction Information



The Kempeitai is the secret intelligence service of Kusari that stretches back the founding of the empire of Kusari. Its role is to fulfill all counterintelligence and intelligence gathering needs outside of the scope of the Naval Forces reconnaissance units and State Police investigation units.

Originally answering to the ministry of defense the Kempeitai soon caught the attention of Shogun Hideyoshi himself following the high success rate of the agency it was deemed that the Kempeitai should should be used to work outside of Kusari space as well as inside. The decision was taken to actively fund the agency in order for it to ascertain new pilots, only the most elite naval forces pilots or those hand chosen by the emperor would have the opportunity to work within the Kempeitai.

This new funding allowed the Kempeitai to be used as a tool to gather intelligence on Kusari’s close neighbors and agents were often deployed to the other houses and remained there as citizens some with government level jobs which would allow the Kempeitai to filter information back to Kusari on foreign naval fleet numbers, foreign politics and threats. The Kempeitai often employed the use of torture and blackmail to acquire it’s intelligence, rumors spread of the murders of those who once sought to oppose the emperor both within Kusari and abroad.

This long tradition of shady dealings and torture served the emperors of Kusari, until the year of 813 A.S. Under the instruction of the emperor himself and the rising tensions between Kusari and Bretonia over mining rights within the tau systems, a decision was taken operate the Kempeitai under wartime laws. Agents were dispatched into Bretonia as well as other interested parties such as the IMG and Corsairs in an attempt to gain an understanding of the war to come. When Kogen ordered his units to enter the Tau 31 system and war was declared it was decided the Corsairs would be a valuable asset against the Bretonian-Outcast alliance. In return the Corsairs would be given materials for their war against the Hessians.

However nothing could have predicted the arrival of a new foe to the field. When Gallia’s fleet appeared and began to fire upon both sides, an attempt was made by the Kempeitai to negotiate an alliance with the Royal navy in order to take Bretonia. However, despite these attempts the Gallic Royal Navy declared Kusari an enemy of the crown. At this time Emperor Kogen was aboard one of the battleships in Leeds, all attempts were made by the Kempeitai to rescue and secure their emperor. Operatives within Bretonia did manage to reach the emperor, but were unable to bypass the royal navy lines in the Taus.

Following the collapse of the empire and rise of the republic in 819 A.S the Kempeitai has received little funding and the majority of its assets were seized for use in the Kusari Naval Forces. With the formation of the Tokkeitai, the Kempeitai were largely forgotten about. It remained so until the Republic realized it's use following an increase of rumors of riots within isolated pockets of Kusari and within their new neighbor Gallia who they knew very little. The Government decided to restart the Kempeitai activities and funding under very tight watch.

Viewed with suspicion for their loyalty to the former emperor, the Kempeitai is reassuming its old role as Kusari’s intelligence service, although Kempeitai officially denies any operatives remain in Bretonia, or with the emperor himself.


At the beginning of 823A.S., the high ranks began conspiring with the command of the Exiled fleet, as they finished the preparations to start their campaign to reclaim the Kusari throne. Sensing an opportunity to free themselves from the Republic and the overwhelming power that the republican KNF had acquired, the KPT staged a massive defection to coincide with the first assault by imperial fleets on the Kyushu system.

The Imperials achieved some considerable victories, and the KPT ploy was in most part successful, allowing the then General Intelligence Directorate to seize most of the KPT assets and move them to the now Imperial controlled regions of Tottori and Kyushu.

The capture of all foreign agents found within Kusari space.
Monitoring and observing the actions of the Naval forces and Police.
Investigating all nomad and Wilde related incidents including Tohoku.
Working alongside the Naval forces and Police to secure Kusari's borders.
To investigate the re-appearance of the imperial fleet.

Kempeitai operates throughout Kusari and the surrounding borders, but operations can extend sirius wide.

Internal Structure


The Kempeitai Agency is divided into several sections and bureaus, each dedicated to one or several important roles of the Kempeitai.
At the top of the Agency stands the General Intelligence Directorate, who is responsible for the coordination of the Kempeitai efforts, and answers to the relevant members of the government of Kusari.


Hankan Taitero Sakusen Kyoku (反間 対テロ作戦 局 - Counterintelligence and Anti-terrorism Bureau - A.k.a. Hantaisaku or Hantai - <han>)

Most active and visible section of the Kempeitai within Kusari, the Hantaisaku deals with investigation of internal and external threats within the Kusari territory. Their mission includes the monitorization of foreign agents inside the territory of Kusari, and the prevention of operations conducted by foreign organizations against the state and its people.
The bureau also handles the efforts to suppress and eliminate native terrorist and anti-establishment organizations, namely the Golden Chrysanthemums and Blood Dragon cells both planetside and in space.
While they have mostly lost the function to the KNF Tokkeitai section, the Hantaisaku bureau still performs some screening of the other branches of Kusari law enforcement for cases of potential treason against the state.
Most of the agents of the association spend their early career within the structure of the Hantaisaku.

Taigai Jouhou Ka (対外情報 課 - Foreign Intelligence Section - Jouhouka - <jou>)

This is the section that actively investigates territories and entities outside of Kusari for valuable political and military information that allows Kusari to assess threats and elaborate a more comprehensive political decisionmaking.
The Jouhouka had considerable influence in the decisions leading to the onset of the war in the Taus against Bretonia. Their spies inside bretonian circles, together in collaboration with Hogosha and local unlawful organizations, provided crucial intel that allowed the KNF to attain decisive battles against the Bretonian main forces.
Their powers of infiltration inside foreign institutions and societies were however inefficient in detecting any signs of the unexpected Gallic invasion in the Taus, and the Jouhouka was unable to redirect their efforts before the GRN attack and Republican coup had done irreparable damage.
The failure during the Gallic offensive was a marked blow on the Kempeitai reputation, and the Agency suffered greatly in its capabilities. Successive administrations within the republican era turned their focus onto counter-insurgency and exobiology matters, leaving the Jouhouka a shell of the former section. The section has fallen into an inactive state, and awaits new directives for the restart of its duties.

Signal and Alien Investigation Bureau (SAI - <sai>)


The SAI is latest restructuring and merger of the Kempeitai departments that dealt with investigation of Alien encounters in Kusari, and the Communication and Encryption Analysis section. The SAI has been dealing with the Kempeitai mission of monitoring the Tohoku region’s alien activity, the capture of alien infected or influenced individuals within Kusari, and interaction with Artifical Intelligence mechanisms.
While the Kempeitai always enforced a no-disclosure policy to the public regarding the Alien species activities, the prolonged weakened state of the Agency has allowed the leaking of several information to the public, and the KPT efforts cannot counter the reports of alien presence aboard.
In addition to this roles, the SAI is also tasked with intercepting, decrypting and evaluating communications that are inbound/outbound Kusari primary and secondary networks, as well as any signals that are detected within their area of monitorization.

Tokumu (特務 - Special Duty - )

The Special Duty section is the most secretive of the Kempeitai active sections, tasked by its General Intelligence Directorate to perform specially important espionage actions. It’s members identities are a close kept secret, and their one man operations are conducted outside of the Kempeitai regular structures. Tokumu agents are spies with full freedom of action to pursue the objectives assigned to them, and the Agency denies the knowledge or existence of the section and their actions to everyone.





Field Ranks and Hierarchy



Field operations usually group several agents assigned into the same mission, so the Kempeitai employs a small rank hierarchy for the field agents, most of them operating under the direction of the Hantaisaku or the SAI.

-Higher ranked personnel of the Kempeitai are usually identified by the section or post they perform (section chief, etc.), instead of a field rank.
-Agents of the Tokumu are given unique identifications that are solely used in internal mission briefings and communications.

Kempei Captain
Topmost rank of field agents, they usually coordinate several teams of agents under the direction of chief responsible for the case.

Kempei Sargeant
A well established field agent, they are the leading element of the individual teams that patrol and perform interventions in the name of the Kempeitai. They are commonly assigned a 6 pilot team to lead, and are an important link between the field and the operations center.

Kempei 1st Class (Senior)
A seasoned field agent, given a little more freedom to action within the assigned operation, if placed in a 2 man detachment.

Kempei 2nd Class (Junior)
A Junior agent of the Agency, the Kempei are integrated into a squadron or team, or paired with a senior agent for smaller assignments. They usually provide a supportive role to the team investigation.

Kusari has seen a rise in quality RP over the past month, I hope you guys can add to it.

Additionally please install a MRI scanner or something to screen your recruits and current agents. I think you're doing a decent job and it would suck if you became yet another infested "Intelligence" faction because of very stupid mistakes.
