Good evening. My name is Peter Hudson, a Supervisor of for Trade and representative for Borderworld Exports. I have come to you with a question that I hope someone may answer. I have heard that Rheinland has outlawed a certain vessel, namely the Bustard Civilian Carrier so my question is, how does one apply for a permanent license to operate a Bustard Civilian Carrier in Rheinland Territory?

Guten Tag, Sehr geehrter supervisor Hudson. My name is Laura Caspers and I was authorized by the Rheinland Government to reply to your message.

Let me start with clarification: technically speaking, Rheinland didn´t outlaw the Bustard class civilian carriers because these ships were never allowed to fly freely in Rheinland space.

Anyway, your information that use of Bustard class ships in Rheinland is restricted is correct. If Borderworld Exports wish to obtain permission to fly it hier, you need to fulfil requirements mentioned in Rheinland laws. To quote paragraph 1.3. of Article Four of Rheinland laws - "Bustard Carriers which belong or are under control of individuals or organizations not mentioned in paragraph 1.2. are not allowed to enter Rheinland space unless they obtain permission from Rheinland Military admiral or from Bundestag. They also have to be registered into Special permission ships registry before first enter."

If you want to obtain permission from Bundestag, confirm it, bitte, and provide details such as intentions with this ship in Rheinland space, flight routes, armament, security measures which will assure your ship can not be used against Rheinland law enforcers or civilians, and other similarly important information.

Ms. Caspers, it is a pleasure to speak with you. Thank you for the extra information, it is greatly appreciated. Anyway, we are looking to gain specific permission for our newly constructed carrier to enter Rheinland space and the surrounding areas. I have a small file with some details about the ship that I will send now. Anything that I have missed I will mention after the file has been uploaded.


That file that has just been sent should provide the meaty bit of the carrier and it's operations. Of course, feel free to ask any questions. Overall, we are looking to avoid any complications with our convoys and how we escort them. On long journeys such as those to Rheinland, our pilots can become tired and hence a lack of focus and concentration can come forth to those that are not used to it. We need fighter cover to be there within a matter of minutes. We do not doubt that the Rheinland law enforcements could do the same, however we do not always have access to any of your channels to call for cover support and when we finally do gain access to them, it's often too late.

The Carrier itself has been equipped with Solaris Point Defence Turrets to protect the Carrier from any daring attempt to attack it. These weapons are often offline until we are sure we need them. It is protocol to send out our scout to intercept and determine the threat level. If we deem that the target's threat level is severe or threatening to the convoy or the carrier, the Solaris Point Defence Turrets will be activated.

We have recently implemented some special technology into our Carrier. This allows us to set certain Identification Friend or Foes to "No Fire". This will mean that the weapon systems can not come online if a vessel on our list with the right IFF can not be engaged. This, however can only be overridden by me and me only so I can assure you that it will not be broken. I will only be overriding this system if we have to fire in self defence and I hope that will never happen.

If you have any further questions, feel free to pass them my way. I will do my best to answer them.

I do have one question for you, however. Will we have to sign up the Godiva to the registry after, if, this has been approved or will it be done automatically?

Thank you for your quick reply. To answer your question, we shouldn't be going much further then New Berlin. This includes Omega 7, Stuttgart and New Berlin itself as our transports often bring Gold and Gold Ore to your stations and planets. We might have to venture into Frankfurt to gather some addition supplies for the new base that is under construction but that should not happen very often. Infact, that would be a rare occurrence.

Guten Tag, Sehr geehrter supervisor Hudson. Issue of your Bustard carrier was submitted to members of government and is now actively discussed, the voting process was started already as well.

However, during the hearing there were two issues raised and Rheinland government would like to ask you about them.

First, one of the representatives would like to ask regarding the mentioned ventures into Frankfurt system. What kind of supplies you consider to obtain there and on which station? Also, for construction of what station they will be used?

Second, one of the representatives has concerns due to mentioned carrier secondary orders which include "intercepting Gallic intruders". We don´t know how much you are familiar about relations between Bundesrepublik Rheinland and Kingdom of Gallia, but fact is that gallic trading ships visits our house from time to time to sell and buy goods there and by Rheinland laws they are considered as legal civilian traders. While the government is aware that this objective is mentioned in the context of operations in Bretonia, we would like to hear direct assurance that there will be no incidents between you and gallic visitors caused by your side, and especially there won´t be any assaults on gallic ships while they are in the Rheinland space.

Back in Bretonia, Bowex have built a base called "Canary Wharf Station. More information can be found about the base by using this link. We will be exporting Fusion Diodes from Mannheim Station. As well as that, we'll be moving Refugees from the war front to Planet Holstein as well so they can hopefully start a new life.

The second point you have raised has been spoken about quite a bit. During our convoys, we do our best to avoid trouble and confront troubles in an appropriate manner. As much as we're at war with the Gallic Crown, we do not want to cause any trouble in Rheinland. We will not seek out to destroy vessels of Gallic origin because as I said, we are not looking for trouble. I'd like to point out as well that it was said in the secondary order that the Carrier was issued is for inside Bretonia only. We should have made this a little bit clearer in the short report. The second standing order applies to Bretonia only. Seeing as we'll be escorting a Bowex convoy though Rheinland, the first standing order takes priority. You have my word that no Gallic vessel will be targeted or hunted down in Rheinland space but you have to realise we will act in self defence.
