Origins
The Tenrai Haku Ryū, or Divine White Dragons, is the military arm of the Takeda bakufu. The Tenrai started out as the military forces of several clans, serving under the current Blood Dragon Shogunate. Becoming disillusioned with the dangerous and sometimes corrupt actions of the Shogunate and the plotters in the shadows controlling everything, the clans decided to leave the Shogunate and serve as an independent group. After approximately 1 month, an offer was received from an otherwise unknown bakufu, led by Takeda Shingen. The offer was simple: Join the Takeda bakufu and help restore Kusari to the strong house it should be.

Views
The Takeda bakufu, and the Tenrai, have a view that the liberation of Kusari should be a Kusarian led fight, for the benefit of Kusarians. Foreign allies are welcome to help the fight, either directly through combat forces or indirectly though donation of supplies, credits and weapons. However, the bakufu takes a very dim view on outside parties waging war with each other in Kusari. A prime example of outside conflicts in Kusari is the longstanding conflict between the Order and the Outcast nation. The official stance of the bakufu is that foreign groups that openly fight with each other are unwelcome in Kusari unless they repent and work only to assist the liberation efforts.

The bakufu views and treats men and women equally, and judges according to merit and ability.

Organization and Ranks
The bakufu is the entirety of the government, handling all of the relevant civil and administrative responsibilities in the name of the Sei-i Taishōgun. All laws and dictates are determined by the Taishōgun and his advisory council, comprising of the civil head officials and the commander of the military. The Tenrai is the military forces of the bakufu, comprising the fleet and marine units. The commander of the Tenrai answers only to the Taishōgun, and is responsible for all military actions performed in the name of the Taishōgun.

Sei-i Taishōgun: The head of the bakufu. //the Sei-i Taishōgun is an NPC character, Roleplayed (when needed) by the HC as a group.

Sotaisho: The Sotaisho is the commander of the Military forces of the bakufu, the Tenrai. When not on a station, the Sotaisho leads either from the bridge of one of the bakufu's large capital ships or from a dedicated command ship. The Sotaisho has access to all ships available to the Tenrai.

Kumigashira: Kumigashira are battlegroup commanders, leading fleets into action. They assist the Sotaisho with administering to the military and directly command Kogashira. The Kumigashira are the high command and may have a say in directing operations. The Kumigashira have open access to vessels of up to cruiser size. Command rights for a battleship may be awarded for excellent merit, or joint command of a shared vessel.

Kogashira: Kogashira are the senior NCOs of the Tenrai. They marshal and command units of Ashigaru in combat, providing squad leadership. They are also responsible for training and testing the Ashigaru and Wakatō. The Kogashira have open access of vessels of gunboat size. Command rights for a cruiser may be awarded for excellent merit, or joint command of a shared vessel.

Ashigaru: The common soldier. Ashigaru are soldiers proven in combat and comprise the majority of the Tenrai. Ashigaru assist in the training and oversight of Wakatō until they are proven in live combat. The Ashigaru have access to Snub craft and transport craft.

Wakatō: Wakatō are new recruits to the Tenrai, in training and unproven in combat with hostiles. They are trained by the Kogashira and Ashigaru. Wakatō have access to Blood Dragon snub craft.
