Konnichiwa to the staff of the Halite Factory installation. My name is Okayama, and I am an inspector of the Kusari State Police assigned to this case.

On the 4th of Febuary, this installation called Halite Factory was found in a location and situation that violates several terms of the Section 8 of the Kusari Legal Codex.

Due to the situation that the "factory" presented upon the presence of our patrol, such as denial of docking permissions, the owners of the base are subjected to be charged with violations of the terms 8.1 , 8.9, 8.10.

8.1 All bases constructed in Kusari sovereign space must be registered in the Regulation Database. The vessels authorized to supply each base must be, then again, registered against the same database.

8.9 Bases to be constructed outside of the designated free zones are subjected to a one time fee for approval of the project, dependent of the System where the base is located:

8.10 Kusari law enforcement reserves the right to reject base applications that present liabilities to the security of Kusari, or located in regions deemed inviable for the sustenance of the installation (Nebula areas, Sun Corona perimeter, etc.)

Unfortunately, due to the location of said base, there is not possible recourse for normalization of it's status. We advise you urgently to reply to this notification, and discuss possible solutions.

Failure to reply within 36 hours to this transmission will validate the orders for removal of the base, and notifications will be sent to Divisions of the KSP and KNF in the system in question to deal with it.
