Dear Commanders of the Imperial Kusari Navy,

A few minutes ago, an IMG transport that was on the route to pick up DROP cargo from Tau 29 was turned away in Kyushu at the Tau 29 jumphole by the IKN vessel callsigned /Z/-Amaterasu. There was little reason given, just that civilians were not allowed there and that he would have to return to Tau 23.

Having enjoyed some cooperation over the last months on a field-operations level, I first wanted to approach you discreetly on this topic. The reason is easy: I assume it is rather obvious what a public backlash an action could have on the Exiles and their cause in Kusari, when the action can easily be interpreted as an intentional step to harm a humanitarian relief mission, widely regarded as 'the right thing to do'.

What is happening there?
Why are ships forced to reroute to Tau 23?
Why can't they pass the gate?
And how are you going to enforce this if trade ships do not comply?

Konnichiwa,

The reasons the civilian transports are being turned back is very simple. The area between Nagasaki and Tsushima is the current front line of conflict between the Naval Forces and the Imperial Navy. As you might imagine, such operations are put in place only to ensure the safety of civilian transports passing through the system. We do not intend to hinder the relief operations, quite the opposite actually. We endorse all convoys that wish to assist the Zoners in their struggle against the Core. Unfortunately - we also have to make sure no civilian gets hurt in the conflict that is closer to our hearts.

While a single transport or two before wasn't that much of a problem, seeing organised, large convoys moving through the Tau-29 gate now are in much bigger danger of getting into the crossfire between the Imperial Navy and the KNF. Additionally, civilian convoys moving through the gate endanger the integrity of Zenith and IKN operations in the area and that we cannot allow. And to answer your last question - Zenith agents are authorised to use force against ships that do not comply.

Let me begin this conversation with an apology. Zenith Agents are known for their hot-headedness, and especially [Curse] is a very special individual. The areas that are under blockade are noted down in our void-law code that has been published recently, and should be self-explanatory. The reason why you were forced to pass through Tau-23 eludes me, an escort back to Saga should have sufficed.

We're not interested in harming relief operations, even if it might look that way. It's the last thing we want to do, and as mentioned earlier, the lives of civilians are the last thing we want to endanger in this internal matter.

Thank you for answering quickly. Facts in Delta have resulted in a change of scenario that makes any further discussion and disagreement on this topic seem unnecessary. The FP11 Zoners have confirmed that their storage capacities for DROP are filled to the maximum and the relief effort is coming to an end.

Therefore I assume that there is no issue any more.
