What is the relation between Samura and the Imperial Navy (better known as the Exiles)?

AFAIK Samura NPCs have been hostile to me from the start on. But today I was told Samura is an alley. Checked the WIKI, the one of your faction as well as the NPC's one but found nothing.

Can someone tell me what is your position? Thank you!

Friendly -neutral I would say.

Saumra is a Supporter of the Imperial Kusari Navy. They want them to be back in Kusari. So they should act atleast friendly to each other.
