A broadcast begins to be transmitted throughout Kusari space, and even through several neighbouring systems. The source is not discernible, although anyone with a modest knowledge of communication systems concludes that it’s being transmitted through several system relays, as the image comes in good quality wherever you pick it up.
A podium is shown, with a large and imposing Sakura crest hanging in the background.

A man in lavish clothes appears and reaches the podium. A caption appears identifying him as Yamanouchi Kenzaburo, Counselor of the State Council. You don’t immediately identify what sort of council does he belong, but his first words clear up the doubts you held until then.



“Loyal subjects of Kusari, most Noble of the Houses of the realm. Our house has suffered great changes in these past years.
It has endured a great war with an ancient neighbour. It has faced mortal threat from a strong foe. It has suffered a humiliating capitulation at the hands of disloyal citizens within the circles of government. It has crawled through years of corruption at the hands of said traitors, who revel in their lazy opulence thinking they are safe from harm. Kusari has seen its mighty forces, debilitated by the backstabbing of the bureaucrats. Those forces are being sent to the far corners of the empire, to quell ever so petty squabbles in favour of these opportunists, while ever becoming so unprepared for the dangers that will come from the real threats.

Kusari has lost his proud leader, whose intellect and bravery made Kusari feared and admired by its people and by the known realms of men. It is in honor of the name of Emperor Kogen, and in honor of the ancient customs of our most Noble House, that Tetsuya Nara, chief among of the Nara imperial branch, has been acclaimed the rightful Emperor of Kusari, and instructed his loyal subjects to restore his command. His loyal subjects, men and women of the cities, old and young citizens of the fields, officers and soldiers of the Military, proud champions of Art and Science. All of them receive the call of duty. And their Duty is Kusari.

His Noble Highness the Emperor Tetsuya, in commemoration of the great loyalty displayed by the ever undefeated Imperial Kusari Navy in Kyushu and other systems during this past year, has renewed his magnanimous plea for all citizens of Kusari to aid in the restoration of the just order and tradition of the Noble House of Kusari.

In this second month of the year 824A.S., this Imperial Decree is proclaimed:

All inhabitants of the House of Kusari, those that held love for their land in their hearts and justice in their actions, regardless of past or present affiliation, are to pledge their loyalty and dedication to the House of Kusari and to its beacon of order, the Emperor of Kusari, first and before any other communal or personal interests.

Men of valorous arms shall receive their due glory. men of great ingenuity shall be given the resources to accomplish their potential. Man of undying dedication shall be given their exalted recognition. Men of craven or traitorous nature shall receive their due justice. The humble and honest shall be given their Peace.

The Beacon of Kusari exhorts thine subject, thine fellow brethren of our forefathers, of our ancient links that tie Kusari together, to restore our greatness. So is the will of myriad Kami.


*The transmission fades to a screen of the imperial crest, as a traditional song is played, announcing the end of the broadcast.
