Leaders of the Golden Chrysanthemums, Kiretsu wing, Blood Dragons, and Nova Power Generation...

As you may or may not know, the Consortium military forces in Kusari are now becomming active and no longer disguising all of our offensive operations against the primary Unrest Structure. Currently our fleet is too small for any high-intensity combat operations against the KNF proper, and has assumed protection of the area surrounding Ainu strategic hardpoint.

Now, the KNF is unaware of our actions here, but one of our armored merchant cruisers was attacked by an AFA vessel INSIDE Hokkaido, and No patrols were scrambled to intercept. The attempts at resistance cannot be allowed to continue, with the only viable response being the wholesale anihallation of all resistance.

Taking into account the standing forces, reserve units, and potential recruits possessed by the GC, Dragons, Consortium, and all sub-groups therin, we have a military force more then capable of taking the KNF head-on in their own territory. But to do this, we need a unified command structure and a coherant military force and strategy. My request to you is that our factions begin joint offensive operations to destroy enemy infrastructure and industry, tear the heart out of Samura, and then break down what is left of the Kusari military piece by piece...

Another concern is the recent Exogen breach within the -Tohoku- system, which we have been monitoring for the past several weeks. It seems that comprimised elements of the fleet formerly assigned to protect the necrotic governer -Tekagi- survived and are now acting autonomously. They must be contained in Tohoku and prevented from moving deeper into Kusari without the Consortium's influance. Though, admittedly, they could potentially be manipulated into attacking the Kusari navy as has been observed in Rhineland by their own cell of Exogen-compromised military forces.

My purposal is to begin full scale, joint operations between our factions to COMPLETELY lock down the Hokkaido, Chugoku, Tau-63, and Tau-65 systems, the Seiran cloud in Kyushu, and the area surrounding Tekagi's Arch in Tohoku. Once that is accomplished, we begin to tear apart the Support structure of the Kusari military-industrial complex and anihallate the -Farmers Alliance- and -Hogosha's- martial capability. The latter two are a minor annoyance, but sufficient enough to warrant active surpression.

We would also need to create lanes of operation to allow our armored merchant ships to pass through Kyushu and Sigma-13 unhindered by any oppurtunistic meat that may seek to interfere. This should be fairly easy. While I would perfer that the Outcasts be kept at bay, they offer a reliable source of military hardware and Cardamine for our own uses. Military trade routes must be kept open. At the same time, the Daimond and Niobium trade through Chugoku and Hokkaido must halt COMPLETELY AND UTTERLY.

To streamline these operations, we would also request shared intelligence, including otherwise classified material between relevent individuals and parties in said factions. Our own HUMINT units would be willing to co-operate with whatever equivelents the GC and Dragons may possess to better track the movements and activities of hostile Unrest Structures. Our forces would also be willing to act as disposal teams for Enemy Prisoners of War, Enemy spies, and Exogen compromosed personell. The former two would be slated for recycling into Consortium troops, the latter to be placed in stasis for later study and use. It is significantly more efficient then simply killing off enemy personell.

We require your full co-operation to see these ends met. The stated objectives can be easily accomplished if the proper forces can be activated and deployed.
