The recently started peace negotations with the Imperial Navy serving the exiled Emperor reached a new level when the Emperor in Exile agreed to meet our Prime Minister, Kato Takaaki-san, at Shinjuku Station. Naturally we did not deny them the possibility to bring along a sufficient number of escorts, but for sure we don't want to meet them unprepared so we wish to ask if and how long the Kaigun would require to mobilize a force of three Destroyer-class vessels, 20 fightercrafts and a bomber wing of 10 ships to escort the Prime Minister himself from New Tokyo to Shinjuku and guard the station together with the Imperials throughout the meeting. With this numbers both sides would approach the scene with equal numbers and avoid unnecessary tensions over the fact of outnumbering each other. While we believe that it is clear to the Admiralty, we would like to point out that the commanding officers of the warships, as well as the pilots of the remaining escort vessels, should not spread any hate towards our guests. This meeting is of outermost importance to re-unite our nation again.

We would not forbid you to have a few heavier assets out of detection range which could quickly react to a hopefully not happening outbreak of violence. As much as we do not believe this to happen, it will be the best to be prepared for the worst case as well.

Minister Noboru Higuchi,

Measures have been taken to relocate assets to New Tokyo system so that Kusari Naval Forces can guarantee attendees safety, as well as guarantee security for civilian traffic in the vicinity of Shinjuku Station.

Sadly, Imperials have displayed a tendency to rely on traitorous attacks, as shown by their two operations against Battleship Nagumo in Kyushu system. It would therefore be unwise to lower our guard, despite the laudable efforts made by both parties to come to cease fire.

The remaining elements of the assets planned for transit to New Tokyo system should reach New Tokyo orbit within the next hours. The Admirals circle has chosen Rear-Admiral Ishikawa Hideaki to oversee New Tokyo theater for the duration of the summit.
He's an experienced and rational commander whose service should give you entire satisfaction.

We are more than happy to hear that preparations were finished that quickly. Naturally, as prior mentioned, we did not exclude the option of them trying to trap the Prime Minister himself with the agreement to this meeting. We will put our trust into your skills, as well as the skills of Rear-Admiral Ishikawa. Depending on his performance, he may or may not gain recognition from the Goverment itself. It would be the best to not inform him about this yet though.

Unfortunately the talks with Samura did not progress at all yet, so we do not even have the ensurement that they will prepare themselves and Shinjuku for this event. The Goverment of Kusari considers a forced evacuation of Shinjuku as acceptable in case of the Samura CEO or another representative delaying the peace negotiations for too long with their silence. Hopefully we will not be forced to take this step but we will come back to you about this in case of need then.

We once again wish to thank you for the swift reaction. Let us all hope things go smoothly that day.

"Kon'nichiwa, Admiral Mochizuki, Rear-Admiral Ishikawa.

It is a shameful day that we have to approach the Kusari Kaigun about such a request. The representatives of Samura Heavy Industries failed to give us a reply about the short term occupation of Shinjuku Station for the purpose of the meeting between our Prime Minister and the Emperor in exile. The exact amount of time they had to react were 25 days and 21 hours. They even missed the 27 hours long deadline which ended 10 minutes ago. It is unlikely that we can expect an answer from Samura's side, therefore we already told them to be prepared that Shinjuku Station shall be sized for the duration of the meeting without their explicit agreement. Their ignorance towards our messages is the same as ignoring our attempts to establish peace and end the civil war once and for all.

We hope that the Kusari Kaigun is ready and able to deal with this situation once needed. We will approach the Imperials shortly to discuss the exact date for the meeting and will inform you right away once both sides came to a result.
