As you are surely aware, the internal tensions in Kusari splitted us for long in half but finally we managed to get a step further at reaching the re-unification of Kusari. For this to happen, there will be an outermost meeting taking place in the nearby future. Shinjuku Station is the installation our both's decision fell upon, while we cannot give you a concrete period of time at this very moment, we wish to inform you of it and would like to forward you the very few conditions we have towards Samura. You should also be aware that there will not be any negotiations about moving the meeting elsewhere.

Conditions:

1. Reducing the amount of civilian workers being on Shinjuku to the absolute minimum throughout the meeting to ensure their own safety.
2. Introduce the joint escort forces to the station's security measures and let them do their job without any involvement by Samura security personnel beyond explanations.
3. By possibility, Samura should assign us a meeting room and prepare it for our arrival once we announced you the exact date.

Be aware that there will be a considerable large fleet of Republican and Imperial Naval Vessels standing guard at the station as well. While it would come as a surprise, the station itself is in an endangered state while the meeting. The Republic of Kusari will be ready to pay for any damage caused by possible attackers if there are going to be any foolish enough to try it. We hope to hear from Samura as soon as possible and that there will be no issues appearing.

Your lack of reply for the past twenty days makes us wonder if there are any internal problems occuring within the ranks of Samura Heavy Industries. If this is the case, you are excused. May this not be the case your blunt ignorance towards our message will be remembered. We waited for an excessive amount of time already and are not ready to wait much longer. The peace negotations have to move forward and we do not let you stay in our way regarding this.

Samura Heavy Industries hereby has 24 hours to agree to or dicuss the conditions mentioned in our first message. Failure to manage this before the deadline will result in us contacting the Kusari Kaigun to take the necessary measures. A forced, for sure prior announced, occupation of Shinjuku Station for the time of the meeting may follow this.

We hope that we do not have to take this step but it is up to you.

Unfortunately you did not manage to give us a reply within the by three hours expanded deadline. It is a disappointment that we need to take this step but the future of our beautiful Kusari depends on this meeting. We hope that the Administration of Shinjuku Station will not face any issues in cooperating with the evacuation of the station at the given time.

The Kusari Goverment hopes that Samura Heavy Industries manages to overcome the internal issues they seem to have and that your corporation will not lose their love to our house over the short term occupation of Shinjuku.

I find it surprising that our colleagues higher up chose not to respond to these rather blatant threats against civilians from the Kaigun, threats against the largest corporation in Kusari no less. However, either way, Shura has the following to say about your request.

The Shinjuku offices and conference rooms are available to you under normal conditions, upon payment of a regular fee of course. You are permitted to station your ships around Shinjuku, however any personnel entering the station must do so unarmed and escorted by trained Shura security staff.

Finally we get a reply, you have to apologize our harsh tone but what your higher-ups decided to do there was bluntly spoken attempting to make ending the civil war much more complicated for all of us. There are reasons why both, the Imperial side and the Republic chose Shinjuku for this meeting. You should realize that no civilian was going to be harmed, anyway, the Kusari Goverment sees no actual reason to compensate Samura for the duration of the meeting. This happens for the well-being of Kusari, both the Emperor in exile and the Prime Minister will be present. Just to make you less tensed up, what sum would we even talk about?

Also the entire security staff of the Shura Corporation would still be under the command of the joint security forces of the Imperial Navy and the Kusari Kaigun. This wouldn't happen due to a lack of trust into your personnel's skill but rather as mere security measure. Both involved persons are high value targets for any terrorists. We cannot tell for sure if they do not have agents within your or any other Samura affiliated ranks. In difference to this, the soldiers of both Militarys present will have to undergo special tests and scans from our sides before they are permitted to get on Shinjuku in order to escort the Emperor in exile and the Prime Minister.

We are glad to see that a smaller corporation within Samura Heavy Industries found the courage to stand up, disregard their superiors silence and approach us. Keep this up.

Noboru-san, I hope you understand that Shura operates a business based on tradition, stability and loyalty. We wouldn't change our procedures even if Amaterasu herself wanted to use our services.

In either case, the fee for one of Shura's conference rooms on Shinjuku is $5'000'000 per day. The price also includes half a million credit for the bars and restaurants anywhere on the station.

As far as the competence of Shura security is concerned, I am personally responsible for everything they do and if situation requires it, I will be present there personally to make sure everything goes smoothly My division is comprised of veterans of many skirmishes, both in space as well as on the ground, you need not worry about them.
