The Legion Head of R&D, Meallan Dagon, spoke highly of your work in assisting the Legion, professionally and discretely, something we in Commonwealth also appreciate. As you know, Guadalajara is in an already very advanced stage of colonization, with over 200.000 souls populating Hykarsis and neighboring regions. However, the flow of goods imported and exported has increased, as well more people arriving, escaping the wars that dot Sirius all over. I don't need to state that the procedure of hard-entry burns in controlled descents places a heavy toll on the freighters we use, and doesn't allow heavy transports to be deployed, severely cutting efficiency and increasing operational time in any operation regarding Guadalajara.

Two years ago, my predecessor in the Commonwealth kick started the construction of a docking ring to satisfy the needs that the Commonwealth faces today. However, it was rushed, without key systems not being applied, that surmounted on some accidents, as predicted. I ordered its shutdown for the same reason, and have been working for the better part of the year to insure that this project is viable, safe and long lasting.

And this is where your company comes in. While we do have the necessary machinery and materials to complete the project, this last push must be done with experienced specialists to guarantee success. As for compensation, the Commonwealth is prepared to allow Doe Industries a crack at surveying the natural resources of Guadalajara, with the possibility of evolving into something more. Also, monetary compensation of course.

We can accommodate your teams immediately. The Commonwealth has prioritized this project and so funds and infrastructures are aplenty. We have set up two residential buildings with the amenities needed with fast access to a shuttle pad and the main work site at hundred meters away. Security is provided by the Legion, so I foresee no problems in setting up your teams.

As soon as they arrive, I will enter in direct contact with Mr. Zhang.

I am contacting you regarding the re-activation of the Guadalajara docking ring. We are entering the test phase and your Special Operations Coordinator, Mr. Zhang, mentioned dangerous cargo tests to guarantee that the DR is up to specs with the security systems.

He is asking to trigger a small load of nuclear devices to see if the security fail-safes hold. Now, having a controlled nuclear explosion within the DR, over Guadalajara is something the Commonwealth does not look with good eyes at and neither do I.

I have to ask if it is really necessary and if so, can you arrange a discreet delivery of said nuclear devices? Mr. Zhang test numbers range in the 500 units. Obviously, if your organization answer is positive, and that this test is very important, I will bring it forward to the Commonwealth and see if the government allows it and pays the bill for the nuclear devices.

Also, I want answers and solutions in the event of the fail-safes, well, fail. I don't want a nuclear fallout in Guadalajara as you can understand.

As for remaining data from the project, the completion date is still the same, however the costs increased due to the Sigma-21 war, that caused some shortages in specialized equipment. I was expecting a small slide in the budget, but nothing as big as this one. We are now over 156.6 Million credits, which may cause some friction with the Commonwealth Finance Ministry. The contracts we signed do foresee a 1.3% budget increase to cover this eventuality but that has to be signed off both by me and your company, Mr. Ballad. If you do agree, I can send you the papers for your lawyers to analyse it and to sign on it if it is accepted.

Hi there,

Mr Zhang is correct in his methods of testing, it is a procedure we do frequently and as such you have nothing to worry about. Because of the situational placement of the docking rings, they are there to assist large and not normally planet bound spacecraft to enter a planets atmosphere. The reason for this procedure is the same reason why it is safe by general standards to detonate a small nuclear explosion close to the docking ring.

This small explosion allows the completion of the installation by safely testing both physical and electromagnetic thresholds that go far beyond the normal operational hazards that come with docking on a planet. The altitude of the docking ring is in line with industry requirements due to the protective ozone that covers all planets keeping the surface and it's occupants safe by naturally dissipating molecules and emulsifying the radiation into the outer layer which composition stops unwanted radiation from the systems sun entering the planets atmosphere. Thus in turn, I can say with impunity that this testing phase is a safe formality.

If by chance the docking ring fails in it's testing phase, no dangerous fallout will land planetside, and our own industrial insurances will ensure that you get your docking rings if the fault lies within our own practices and building quality. If for some reason an external interference caused the failure, then a thorough investigation will be conducted to find the cause of the failure.

So, the tests are completed. Mr. Zhang just sent me a full detailed report, which I think you also received as well. All the numbers add up, and that.. extensive test phase did cleared my fears regarding misuse of the docking ring, but the energy costs are almost prohibitive.

Almost. As I said, the Commonwealth needs this docking ring and you and your men made it happen. The costs may be high, but the revenue generated by the ring after the Commonwealth Government issue the permission to activate the ring will far outweigh them.

As stated, your company now will receive the exclusive licences needed to survey Guadalajara for its natural resources and, after your part and excellence in this project, I foresee little to no obstacles in arranging a common solution to extract them.
