SUBJECT: The Core interfering in Sigma-15
Guten Tag, Sehr geehrte members of the Rheinwehr, the Büro and the Bundespolizei Oberkommandos, Staatssekretärin Caspers hier.
I am contacting you today regarding a sensitive issue related to the organization which the Bundesrepublik considered as a friendly entity so far, maybe some of you even consider it as an ally - The Core. The government, precisely the National Security Council, would like to inform you about recent worrying behaviour from their side and talks about some issues related to it.
At the end of the July, the government was contacted by the Supreme Guildmaster Archos with a disturbing message, in which he claimed that The Core discovered some abandoned depot on the planet Baltrum´s orbit in the Sigma-15 system, secured it and left a contingent of their staff there. Not only they did all of this without informing us about it, but on top of it the Supreme Guildmaster claimed that they "erected a border to secure their interests covering the northernmost half of the Sigma-15" and that the planet thus "fall under their jurisdiction". And if even this is not enough, it turned out that reason why they contacted us is that they do not like the Wichter Station, which ALG built on the planet´s orbit, and suggested that either it has to be dismantled or relocated, otherwise they will "deal with it as security incursion".
I think I do not have to explain to you that this message raised many eyebrows in the government. Not only because of the attempt to claim part of the Rheinland territory, which is not first by the way, but also because of the fact that obviously The Core is operating in our territory and secured who knows what from a depot in our space, so basically stealing someone´s property. They even say they are stationed there for months now. And yet it seems not a single law enforcement organization spotted it, at least nothing was reported. I am not sure what option is worse - that some of you knew and did not inform us, or that nobody even noticed it. In any case, it is quite shameful, Damen und Herren.
The government reacted, of course, made it clear that Rheinland keeps considering whole Sigma-15 as its territory. The Core quickly took their claim back then, saying they do not seek to control any area and they recognize the system as not theirs. We will continue the talks with them and it should not be a surprise for you that while we will stand our ground, we can not afford overly increased tension with another party which is otherwise on our side, so we will try to not escalate the talks even despite the behaviour of The Core is starting to be quite suspicious when it comes to Sigma-15.
Thus, your organizations come into play again. We need from you to check the area and try to gather as much information as possible about what exactly happened there, what was in the abandoned depot and to whom the structure belongs. We will ask The Core ourselves of course, but we can certainly assume that if anything really valuable was secured there, either from market price or military use point of view, they will not tell us because they know we would demand from them to return it. And like I said, we cannot exert too much pressure, so it will be better if you will use contacts you have within The Core´s ranks, they may be more talkative to you in private than during official talks with us. Maybe we may at least find out what we missed there.
And when we talk about gathering information, there is actually even more. Like I mentioned, this is not the first time when The Core tried to claim Sigma-15 or at least part of it. The National Security Council is quite concerned that they try it again and again over the time as it almost looks like they are checking our determination and testing if we will not step back and give them some territory. We would like you to analyze their attempts and gather information about their motives. It is vital to know if they do it only by mistake because during changes of leadership information are not passed properly, or they are really testing us, or they actually have serious intentions and their ultimate goal is to get part of Sigma-15 this way or another. To provide you with every available information, you can find in the data attachment reading access to communication channel with current talks as well as to archived previous instances of such behaviour.
