What is the O.C.A.D.?
The Ouroboros Clandestine Affairs Directorate is a Directorate under Ouroboros High Command that is responsible for the establishment of clandestine operations within, and even outside of - the areas of operations for Ouroboros. Divided into three offices, Domestic, Strategic and Foreign, the CAD acts as a go-between to the Command Operations Directorate and independent Ouroboros agents in the field.
Rank Structure and Privileges/Responsibilities
By submitting an agent registration form to Ouroboros, you are acting in the best interests for Kusari and Sirius at large, acting as the eyes and ears, and at times, even sword, of one of the finest revolutionary factions within the sector, and as such, will be privy to the following, according to agent rank:
Initiate Agent:
May Claim Bounties and Public Transport Contracts without registration.
May Collaborate with Ouroboros personnel on certain operations, or whilst in the field.
Will be tasked with Talent Keyhole "Alpha"-level missions, available to all agents and those given exclusively to certain agents.
Will be entrusted to report back any intelligence vital to the CAD or Command Operations Directorate.

All Benefits and responsibilities as stated above
May dock on Ouroboros installations and dock with Ouroboros Vessels for the purpose of Rearmament and refuelling only.
May request permission to borrow or purchase Ouroboros Assets or equipment.
Will be tasked with Talent Keyhole "Beta"-Level missions, available to all agents of this rank, and those given exclusively to certain agents.
Elite Agent:
All Benefits and responsibilities as stated above
May dock on Ouroboros installations and dock with Ouroboros Vessels for the purpose of temporary shelter from hostile elements.
May request a meeting with the Supreme Commander-adjutant and Supreme Commander regarding state of affairs or otherwise.
May request to join Ouroboros at any time with a prequalified rank of Master Sargeant or lower based on past performance.
Will be tasked with Talent Keyhole "Omega"-Level missions, available to all agents of this rank, and those given exclusively to certain agents.
Offices and COAs
Each Office is dedicated to Three Major Areas, known as COAs - Clandestine Operations Areas:
Domestic Office:
Handles Operations within Kusari and her bordering systems, as well as extending to Interest areas within GMG space.
I.e. New Tokyo, Shikoku, Sigma-19, Kepler, Tottori, Rishiri
Strategic Office:
Handles Operations outside of Kusari, within the general areas of operations outside of Domestic areas.
i.e. Taus, Upper Bretonia, Upper to Central Lower Omicrons
Foreign Office:
Handles Operations outside of the Areas of operations of Ouroboros, mainly for the purpose of keeping a hand on the pulse of many of the factions of Sirius, and monitoring the situation for threats to Kusari or Sirius at large.
i.e.: Liberty, Lower Bretonia, Rheinland, Lower Omicrons, Omegas

Office of Domestic Operations
The Office of Domestic Operations is headed by Commander Naoko Kagurazaka, and is located aboard the OCS Abdicant Seraphine, Deck E, Block R, Room 4.
Dedicated to intelligence gathering against the Kusari State and their ideological rivals in both the legal political sphere and political quasi-belligerents such as the Blood Dragons and Golden Chrysanthemums, the ODO operates solely in Kusari and her border systems, and is mainly looks for political dissidents within the civilian populace, Kusarian Authorities (following interrogation and background checks) and their political rivals, to engage in Human Intelligence (HUMINT) gathering.
Furthermore, the ODO's agents conduct SIGINT against Kusari Keisatsucho, Kaigun, and the Kempeitai, to further monitor and observe their operations, as to exploit their weaknesses to destabilize the region in Ouroboros' favor.
The ODO, also engages in proactive operations in tandem with passive intelligence gathering, ranging from using agents as escort for vessels designated to front companies owned by Ouroboros, as well as spreading propaganda about the organization throughout Kusari to further bolster support from the populace and boost numbers within our ranks.

The Office of Strategic Operations is headed by Major Ken Prescott, and is located aboard the OCS Abdicant Seraphine, Deck E, Block R, Room 3.
With the incompetency of the Order Overwatch leaving the Slomon K'hara looming over mankind like a sword of Damocles, as well as the unfettered belligerency of Gallia against Bretonia, The Council and Liberty, all the while leaving Kusari nothing more than its' silent puppet, Ouroboros utilizes SIGINT, HUMINT, ELWAR, PSYWAR and Espionage in a effort to cripple both factions, as well as to provide support to the ODO on intersectional affairs such as sabotaging Kusari-Gallia Relations.
The Office also provides PSYWAR in support of friendly factions, namely at this time, Natio Octavarium, The Council of Gallic Liberty and Unity, The Kingdom of Bretonia and the Crayter Republic, through Neural Net Transmission Hijacking, dissemination of false information to enemy forces and citizens that is designed to cripple morale and trust in authority figures. The Same level of PSYWAR is done through divisions under the OFO deployed throughout Sirius to hinder the morale of Order cell operatives away from the frontlines, as well as disrupt communications with Order Overwatch. Although these same techniques are used alongside socio-political warfare through front groups and shell organizations in Kusari, the OSO operates exclusively outside of Kusari, with a focus on both Gallia and the Order.
The OSO, in collaboration with the OFO, also provides a method of Non-Kusari nationals entry into Ouroboros, if they have a fondness for Kusari, A Free Gallia, or a reformed Order, as well as those simply interested in a place to call home in Sirius.

Office of Foreign Operations
The Office of Foreign Operations is headed by Major Hyeon-ju Kim, and is located aboard the OCS Abdicant Seraphine, Deck E, Block R, Room 2.
Being more passive than active, the Office of Foreign Operations focuses solely on The Houses of Liberty, Rheinland and Bretonia, as well as the Quasi-Houses of Omicronis, Nazione Maltese, Imperio del Corsario, The Sirian Coalition and the Commonwealth of Liberty - as well as the Unlawful factions that lie within. Operatives from this office mostly report back intelligence on projects, internal affairs, and possible risks to Ouroboros, Kusari and Sirius at large, be it from the Nomads or otherwise.
Secrecy and blending in are valued here above all other offices, as Diplomatic incidents may occur if a agent is caught by a ally or enemy within their ranks.
