To be honest - i don't think Discovery needs another Council faction.
There is already an official faction that haven't seen much action throughout the time i've hanged around the server (hopefully will with this update), but it's playerbase is, even despite being dedicated, is beyond comparison to plenty of other factions.

Hello sir thank you for reply i have just made this faction for fun not to take somebody's place or something it is for fun.

The Council does need more dedicated players. I hope your project succeeds.
