Yo soy Miguel Blancos, head researcher and general of the Apostatas.
You may remember me from our past encounters with your Admiral Xander, or I rather say ex-Admiral.
The reason of this message is that I've heard that you have a very big university, and me as a researcher I'd like to study at it, and of course start doing my own projects based off what you've already researched and maybe who knows, discovering something new.
I'd like to know if this is possible, and if yes at what conditions.

I am Ryo Kase, Minister of Development and Research.

It is true that we host a University on Yuma which has her own grounds and prepares the minds of Crayterians for the future. The University it covers lots of specialities and we also have what we call the Library, which is a collection of works from Crayter, Sirius and some are even from Sol, not too many but the ones that survived our Exodus.

Our Republic has never turned down any man of science and we welcome anyone who wishes to join.

But there is a small problem, usually, only Citizens or Legal Residents are allowed to join, for which many of the teachers or scientist takes a Crayterian Residency, which makes them members of our Nation. However, the government decided that while not everyone may wish to change their citizenship, for scientists and teachers a new statute was created, Special Status Person.

Citizen of Crayter Republic

A Citizen is a person which joined and served in the Crayter Armed Forces or served the nation with high honours in any field, where he had put the Nation before his needs or had been honourably discharged from the Active Service.

In Crayter Sector, attaining the rank of Citizen was easier then the Sirian Republic counterpart, having thus either being born in a Citizen family or having a lower threshold to pass, thus the number of Citizens swelled in those times.

Once the Republic reach Sirius, the need for people and armed personnel increased during the Planetform Deal and Tau Settlement. The Government found out that they could not rely on all those living under the banners to pick up arms and fight if needed while they enjoyed the full life.
A sense of awareness was needed from the Citizens of the Republic and a new line was added, Military Service. This made sure that the people voting have the sacrificing spirit the Nation needed and the Armed Forces grew very fast.

After the Third Exodus, the Republic become more mixed than anything else and some of the political figures were afraid that the new people joining the Republic are not loyal as they needed to be, and they decided to continue the tradition of granting citizenship if they served in the Armed Forces or helped improve and grow the Nation.

A Citizen can fully use the Nation Health and Social Services, Learning Programme and University Entrance, Employment Assistance and Minimum Wage Allowance, Distribution of Goods, Voting and Occupying Governmental jobs in decision-making positions.

Also, a Citizen is expected to take up arms and fight if the Nation is threatened and also they are expected to act with a High Civic Duty sense and to get part in all National projects.

A Citizen accepts personal responsibility for the political body and the Nation and is acting accordingly!

This category of people is not exempt also from punishment if they break the Law or executions if they committed a serious offence towards the Republic.

I am Daniel Garvey, Minister of Defense of the Republic. Normally I do not really look after your type of matters. However, as Mr. Kase is unavailable right now, I will handle your matter.

We understand that you are seeking to apply for Special Status Person classification within our Republic. We require a background profile file, which has to be provided by you. Your current affiliations, proof that you are considered non-hostile by Crayter Republic and Independent Miners Guild and your mobile assets, including spacecraft, equipment, weapons and personal defense weapons, if you posess any. Plus a fee of 444,444 Sirius Credits for processing.

You will retain your Special Status Person classification for life, provided you are not deemed a criminal by Republic. Should you wish to partake in Republic's projects, you will have to contact with appropriate persons for participation.

I didn't know your foreign politics were so..strict.
I think I already stated who am I and from where I'm from, if not here in my meeting with one of your diplomats.

Sorry for my delay, I had to go to New Athos and oversee a project.

My office has received the notification of the payment and the papers have been signed.

Congratulation, You are now a Resident with Special Status within our Republic. Please present yourself to the Embassy on Barrier Gate, level 3 for your official entry in the Republic realm.

Now as you know in the description above what that entitles you to.

Special Status Personna

By adhering to this status, you are a recognised entity within the Crayter Republic which officially holds their allegiance to another nation. In this case, while you are within Crayterian Borders, you will uphold and commit to Crayterian Laws and have access to all the Social Services and goods materials.

Since you are a scientist, I will order our planetary Quartermasters to prepare and offer you a wide selection of scientific equipment for your usage. Staff will equip those to your vessels and laboratories.

I will also allocate you to Melbourne Station, deep in the Tau, as your Laboratory. While the Station was used by a multitude of people, namely Natio Octavarium and us, now has been stripped bare and waiting to reassign. We thought that should be used as a Research Laboratory for the 53rd and Yuma University, but it can be given to you as a token of our Republic interest into you. You may need to save some space for Yuma University laboratories but they are also done on another station as well. That can be discussed once you reach Tau 44 and contact Governor Aeryn.

Now, important to know is that while you are operating within the Crayterian Borders, everything that you discover can and will be used by the Nation if is deemed to support our Cause or to enhance the quality of our people. We are looking mostly at energy sources, especially portable ones, weaponry systems, both offensive and defensive that we can mass produce for our Fleets, and also anything that can improve the life of the Citizens and our Residents.

This is done as our living system is based in of-shoot socialism developed within the Crayter Sector but now we had adapted to our Sirian Civilization. Anyway, since you are having a Special Status, anything you discovered can be used by you with only one restriction, Not to be sold to our enemies, but other then that we are even encouraging your production and we can help you set production lines if you desire to do so.

If that is gonna happen, besides the costs of production which include materials and personnel, the Republic will have a set percentage of the profits, somewhere around 20%, to go to Republic treasury and be used to support anyone else.

If you have any family or teams that wish to join you, they would be welcome under the same status.

If you agree to all this terms, you can present yourself to the Embassy on Barrier Gate and you will receive your Bio-Card. That is our own Identity Card version and you will need it to access any of the services mentioned above.

I apologise the delay but there have been several setbacks.
The money the minister asked have been sent to the destination requested,so one of the steps has been completed.
Also your points have been very valid and I honestly really enjoy what you've brought on the table as offer and only a stupid man would refuse a deal like that.
Therefore before agreeing I have some concerns:

Discrecy:I agree on helping the republic in different projects but my main concern is that I myself have personal projects which I'd like to keep for my self as not something to be public.So having a choice in which projects me and my crew want to share or not.I hope you understand me.
Relations:Is it possible to have a list of organisations that work with you? I'd really need to know how to move for future references because I don't know where my projects are going to bring me to.

Other than that, I agree with all points brought out by you, therefore I'll be going to Barrier Gate Station's embassy.

Senor Blanco, your questions are valid but I need to also explain something.

Within our Republic there is a Force which we call CIS. This force was created to protect the Republic and it's inhabitants from any kind of threats, internally and externally. Now, with that in mind, I cannot guarantee that they will not check over your own personal projects, as they are known to have their ways of doing so. Any transmission sent from Republic space or to Republic space is usually monitored by the CIS Agents at any of their Shadow Bases. They usually do not interfere with anything or try to steal it, if there is a technology or a material they want, you will be approached by official means. They only interfere IF the Republic is coming under threat through your actions. As to tell you who the Agents are, we do not even know ourselves within the Government as they are only recognised through their Black PowerSuit or their Silver Phoenix Badge they carry. They also have their own Fleet and their own Soldiers, called Operatives. Also, is known that they do not always wear their Uniform at all times, preferring to mingle with Civilians, so anyone could be an Agent.

In short, CIS is loyal to the death to the Crayter Ideals and Nation and to our President, she being the only one capable to stop any action initiated by them. Now, that I clear this with you, I can tell you that the Government of Crayter will not interfere in your personal matters as long as you keep your contracts towards the Republic. For the CIS part, however, you may need to clear this with them once you reach Tau 44.

As for a list of organisations, well our nation is open to discussion and deal to anyone who is not in direct warfare with our Republic. If the entity you wish to deal is at war with any of our allies, I advise to not make that public knowledge, just inform our government or the local governor.
