[DATA CLASSIFIED] REPORT: GENERAL INTRODUCTION AND RISK ASSESSMENT OF "ARRIS"

FOREWORD

Given the nature of Junkers, on occasion, purposely misleading their targets and even associates, [DATA CLASSIFIED] cannot guarantee some of the provided information to be completely correct. While further study is recommended before drawing conclusions, [DATA CLASSIFIED] believe the major details are applicable in further assessment.

B. SHORT BACKGROUND

The lack of information on the subject is alarming. Gathered transmission traffic indicates he was collected by mercenaries in Sigma-13 space in 816 A.S. Near dead and badly burned, he was transferred to a nearby Junker base. ESTIMATE: He has possibly recieved treatment and rehabilitation there.

The subject's appearance has been extensively modified, and he communicates orally through a voice simulation device. To date, no personnel records giving light to his real identity or origin have been found. Due to extreme modifications and lack of records no profile, iris, voice or fingerprint identification has provided results: this gives reason to believe, that in addition to his modifications his newborn registration has been destroyed either on purpose, or due to force majeure. The [DATA CLASSIFIED] operatives have managed to collect tissue samples, with partial protein-coding genome extracts indicating similar details with both Kusari and Zoner individuals.

C. KNOWN CONTACTS AND AFFILIATIONS

The subject is known to hold the Junker IFF/ID. His affiliation or relation to other Junkers or Junker factions is unknown. Gathered intelligence shows the next known relations:

These relations are highly peculiar for any Junker. The subject's clear reluctance to engage any Kusari entity requires immediate attention and further surveillance, especially due to his relations including the Hogosha, who are supposed to be sworn enemies of the Junkers. He is known to speak at least passable Kusari. ESTIMATE: The subject may be able to fly, and have access to Kusari equipment. Surveillance data in addition to tissue sampling warrants the next estimates:

a) The subject is of Kusari and/or Zoner origin
b) The subject, either willingly or unwillingly, has assets (commodities or personnel) valuable to him held by
Kusari and/or the Zoners
c) The subject is preparing a scheme involving the Kusari and/or the Zoners

The relations between Junkers and Corsairs have worsened since the beginning of the Liberty/Rheinland war of 817 A.S. However and predating these events, the subject's relations towards the Corsairs have been strained at best, and downright hostile if agitated. The reason for this is unknown, but should be throughly researched. The subject being friendly towards Hogosha but hostile towards their allies is conflicting, and alarming behaviour.

D. PSYCHOLOGICAL EVALUATION

Psychological evidence shows distinct traits of paranoia and nationalism common with the Junkers. While fiercely loyal to his allies, the subject's sociopathic tendencies must be accounted for; he cannot necessarily be trusted in what he says and does among other Sirius dwellers. The Kusari and Zoners seem to be completely exempt from this behaviour.

As a highly skilled negotiator, the subject seems to be capable of avoiding conflict at most times he so wishes. He expresses a strange combination of Kusari, Zoner and Junker ethics. He seems to keep most of his close affiliates and enemies in great value, but treats most others as little more than prey for him to toy with. ESTIMATE: He is likely to respond with treason, if his suggestions or demands are not met and mutual respect has not been established.

The subject performs highly erratically, surveillance producing reports on completely conflicting behaviour on a situational basis. Until [DATA CLASSIFIED] lost track of him, he was surveyed to within an hour "pirate" a vessel, and next proceeded to give twice the gained money to a civilian. ESTIMATE: This might indicate a need to fill an emotional gap. Exposure to cosmic radiation and solitary confinement during space travel are known to cause mental disorders, which might also warrant such behaviour.

Complete evaluation cannot be made, as [DATA CLASSIFIED] has been unable to discover the Modus Operandi of the subject. Still, the behaviour of the subject is consistent and logical.

E. WARRANTS AND CRIMINAL HISTORY

Cardamine smuggling (one count)

The subject is known to have been fined for cardamine smuggling once. This immediately led to a major scale diplomatic conflict between Liberty authorities and the subject, with legal threats and succesfully accusing Liberty Navy for negligence on proper procedures. The diplomatic and legal fees are calculated to far exceed the proceeds from the fine, in addition to the cardamine cargo never having been recovered physically.

No other criminal history is known to exist.

F. RISK ASSESSMENT

The subject has disappeared out of sight, but is suspected to still communicate and travel throughout Sirius. [DATA CLASSIFIED] is recommended to increase their assets in an attempt to locate him immediately. The subject's abnormal behaviour towards the Kusari is highly alarming. ESTIMATE: The subject may be able to travel in Kusari space uninterrupted. In a worst case scenario the subject could use Kusari equipment and freely enter Hogoshan space, activities unknown and never accounted for when considering Junkers. This means [DATA CLASSIFIED] is clearly vulnerable to the subject's methods.

The negotiation and money making capabilities of the subject are extreme. As it is unknown what his goals are, considering his adaptability among different factions, and realizing he is completely of unknown origins, it is recommended to treat the suspect as a possible major security threat until further notice.
