The complications of this communication are unsettling at best. I strongly believe that the two attacks on the DHC President were scripted.

It is highly unlikely that the DHC President would fly without escorts not once, but twice and get caught by the same lone pirate.
It is very convenient that the ship name and persona used by the pirate would match to incriminate you, especially considering the current political climate.
It is extremely convenient that the Direktor of the RFP would take up these claims seriously and personally launch an investigation against you.
It is impossible that the DHC President would believe a pirate telling him that he works for the BDM Direktor's and he simply wants 3 million SC to let him go.
It is particularly convenient that the pirate in question has so far evaded capture.

Thus, according to these points it is almost certain that the President of DHC has scripted piracy encounters in order to inciminate you. It is also expected that the RFP Direktor was pressured politically or financially to personally launch an official investigation based on a pirate's unverified claims which goes against every established convention.

At best the President of DHC is simply playing politics trying to weaken politically the Büro and its Direktor. At worst, the President of DHC is actively working against the Federal Republik. In both cases, this man is acting against Rheinland and it is our duty to uncover the reasons why and other potential conspirators.

Direktor, I am filing a formal Surveillance Request on Erwin Mannlicher, President of Daumann Heavy Construction. This would entail:

Activation of Q1 Top Secret protocols.
24/7 surveillance by the Secret Police.
Direct spying by the ERIS Project in case he tries to leak confidential information of Rheinland's military industry.
Cryptographers analyzing all his external messages, in case he is using code words while in contact with his conspirators.
BDM undercover agents infiltrating Daumann and questioning his coworkers and partners.

Thank you for settling this matter Operative, I'm already flooded with work and I can tell this will be a back and forth issue between my name and the federal police and your law background will be a big help in this. But these matters will strictly be defensive, I understand your eagerness to undertake this task but your request for surveillance of Erwin Mannlicher is denied, I will explain shortly.

It seems the Federal Police's efforts are not enough and Daumann is contacting me personally about these matters but I've told them to wait until the Federal Police's 'investigation' concludes. But we can not act yet based upon speculation and as such we can only continue to put a kill-authorisation on this "RNC-Enfield's.Courage". The accusations that DHC or the Federal Police throw our way without sufficient proof that doesn't spark a reaction from us besides a dismissal and pointing out of their "Guilty before proven innocent" style of judicial action will be more than enough. I don't want to escalate anything further from our own actions entirely.

Build up a dossier of their accusations along with any sort of evidence they feel obliged to share with us at an attempt of criminalising any of the agency's personnel. I shall, in time, notify you when the time is right for a counter-accusation.
