Primer

"Bienvenue dans Les Syndicats."


The Seabreeze Syndicates (French: Les Syndicats de la Brise de Mer) are a collection of Corsican families responsible for a majority of Corse operations within the Syndicated Minarchy of Provence. Anything from booking VIPs onto Cannes, to ensuring the protection payments of the GMS miners outside Toulon, to the continued free flow of Nox out of Marseille’s starport - and perhaps even de facto control of movement and commerce within Provence as a whole, falls under the jurisdiction of Les Syndicats.


A History of Marseille

The discovery of Planet Marseille was a giver of many gifts - to the Crown, it was a veritable ocean paradise, and to those corporations in the Crown’s employ, a shining ocean jewel in the beauty-rich system of Provence. To the disaffected lower classes of Gallia, however, it was simply an opportunity.

The better part of a decade passed between Marseille’s discovery and the first development charter’s approval, during which time several thousands of individuals booked charter on illicit vessels making a one-way trip to the planet’s surface. Unsanctioned platforms and even full-on colonies sprung up over the years following, some with quite sophisticated systems and technology, permitting them to remain temporarily and later permanently submerged beneath the ocean depths. Such boons played a role in their continued evasion of the Royal Police, who attempted to police these illegal installations in accordance with the royal charter - to little success.

These illicit, sunken cities were largely forgotten as official colonization took place, leading to the state-sanctioned, Corse-backed casinos and resorts becoming the face of Marseille. All the while, beneath the shadows of the ocean, a provisional government began to take shape and form, one that seemingly operated in the strictest reversal of the Crown’s policy. The libertarian, union-run Syndicated Minarchy of Provence emerged as the local government of Marseille’s unsanctioned ocean cities, providing a security force and basic government functions - and little more. In many ways, these ocean habitats operated in much the same way that the Sirian Freeports did, with a very laissez-faire watchman state overseeing their policing and fair usage. Almost all business, however, was fair business.

This duality of states - one overt on the surface, the other covert beneath the waves - went largely undisturbed upon Marseille for the better part of a century, until both populaces underwent a rude awakening. Seemingly overnight, the Battleship Oblique and its attendant battlegroup stormed into the system, throwing down the gauntlet at the Royalists’ feet in orbit of Marseilles. The resulting fight was catastrophic for all involved - especially the Marseillais. Thousands of tons of debris rained down from the wrecks of the Oblique and Arles, shattering resort complexes and leaving hundreds dead and thousands more wounded. In their time of need, the Royalists and Council alike were nowhere to be seen.

However, those cities beneath the waves had bided their time for long enough. Seeing the destruction first-hand, they arose from the depths and tended to their sister cities’ wounds without a word. For the first time, the Syndicated Minarchy was a name known beyond the depths of Marseille’s great oceans. And, when the local government of the Crown boarded a shuttle outbound alongside the remaining Royalist garrison, the Minarchy gladly stepped in to become the de facto administration of the rebuilding resort planet, with nary a complaint from the abandoned Marseillais.



A History of Les Syndicats
"Four families.
One vision."


Les Syndicats were not born with the discovery of Marseille, but their story remains closely tied to it, ever since the first settlers (legal and otherwise) arrived to its ocean depths. Originally a single family of the greater Corse Senat operating out of Epernon in Orleanais, the Etienne family - some of those eventually responsible for establishing the Gallic Connection - relinquished their partial stake in Epernon’s black market for a chance at developing connections on Marseille first-hand.

While first operating directly alongside the Brigands out of the shoddily-built Frejus Base, eventually the vast majority of the Etienne family’s operations moved planetside, and they soon entered into a shaky alliance with the other Corsican families that had followed them into this venture - the Bonaparte, the Cartier, and the Dantes. Together, these four families came to control the vast majority of services on the planet, either directly in the case of the Etienne’s Nox trade, or indirectly, as is the case with the Bonaparte grip on the Crown-run casinos and resorts above the surface.

The families soon came to refer to themselves less as individual Corsican families, but rather as one collective - the Syndicates - ‘Les Syndicats’ - especially as their relationship with the Syndicated Minarchy grew. Soon the families were more than syndicates in name only, as they began to offer many of the services that the shadow government could not - and would not - provide, from extrajudicial security to transportation, from drug trafficking and smuggling to child-care. Life below the surface of the ocean relied on constant supply from throughout Gallia, and only experts of the black market - l’Unione - could possibly keep such a shadow civilization thriving, all the while lining their pockets with every successful transaction.

When the Minarchy revealed themselves after the Royalist abandonment of Provence, their words arrayed themselves and the Marseillais against both the Crown and the Council that sought to replace them. Les Syndicats saw this as an untenable position for a former resort and collection of unsanctioned ocean freeports, even in the midst of a civil war. Thus, they have found themselves in a new line of work - operating within the Minarchy’s claim of Provence to undertake their trade, and the work of the Corse, while simultaneously preventing the Minarchy and, by extension, themselves, from meeting a quick end at the hands of either the Royalists or the Council. In such a way, they are as much committing a public service to les Marseillais as they are protecting their investment.


The Organization
"And with the decree of Les Syndicats,
no more shall our competition focus inward."


While the operations of the Corse are always far-reaching, and one family never risks putting all of their eggs in just one basket, each Syndicat has found their particular niche that has paid back in spades. Upon associés joining the fold of Les Syndicats, they will find themselves inducted into a family which matches their skill-set, should they not have bonded with one already through their trial; and once chosen, that family is their family, until death do them part.

Bonaparte: Gambling and Leisure

The Bonaparte clan has long been an established presence in the time-honored industry of tourism on Marseille, dating back to the first platforms established centuries ago. Their family line is said to reach back all the way to the old pre-Exodus family of the same name, though if you ask for proof, you’re unlikely to get any. Very little goes on in the gambling halls, beach resorts, and nightclubs without a Bonaparte membre being involved. Much of their illegal activities would consist of rigging games, providing illicit entertainment in the form of brothels or drug usage, and money laundering for other Unione Corse families’ ill-gotten gains. At times, it even arranged for private voyages down to the legendary Sunken Cities that dot Marseille’s ocean floor.

Additionally, the family would often serve as a crack PR team for the Syndicates, giving a friendly, mostly civil face to Gallia and Sirius at large. Following the Battle of Provence and the public rise of the Minarchy, the Bonapartes rushed to secure their assets across the system and reduce whatever damage might be caused from fallout - both political and literal. After the smoke cleared, they found themselves in place for massive potential: Owners of a lawless system that could become the Eden for hedonist tourists and a Mecca for all vacationers.

Cartier: Assassination, Security, and Tax Collection

The Cartier family is something of an oddity within the Corse. Rather than exerting their influence through political intrigue and subterfuge, their will is exerted through sheer power. Beginning with the purchase of one small underwater colony, the Cartiers exploited their oceanic world by operating one of the few surface navies within inhabited space. Building up from barely-armed cigarette boats and rigid inflatable craft to frigates and cruisers armed with illicit surface-to-surface missile racks and stealth equipment, the family has grown to be the de facto protectors of many Corse operations on and under the surface.

With the recent emergence of the Minarchy within Provence, Yolande Cartier has expanded her operations from the calm blue waters of Marseille to the depths of space. Utilizing gunboats and armored transports purchased with Francs gained from protecting Nox processing operations on the surface, Yolande and her daughters have formed a more military arm of the Syndicates. While not quite the lawful "police" of the system, The Cartiers command an impressive flotilla with the duty of keeping the peace, by any means necessary.

Dantès: Reclamation and Logistics

For every alliance, there is the peacemaker. For every army, there is the quartermaster. Les Syndicats find both in the Dantès family.

One of the smallest Corsican families, the Dantès line was nearly snuffed out or subjugated into other families numerous times over its long existence. At one time, they had nearly brokered a deal which would win l'Unione the keys to the kingdom, or at very least, a majority stake in the Gallic Black Market - but their failure in the late 600s AGS left them without resource, recompense, or chance for restitution. The bright and young Thomas-Alexandre Dantès, however, had other ideas. He would see the majority of their assets sold in a late attendance to the 'Marseille Gold Rush', as it were, arriving decades after the establishment of both illicit and official colonies planet-side. The services his remaining soldiers would offer, however, were not those given to the exterior, but rather to the other families of the Corse - maintain their equipment, find them new sources of income and 'tools of the trade', and when inevitably necessary, broker deals between the sometimes warring factions of l'Unione planetside.

It was Thomas-Alexandre himself that ultimately brokered the peace between the four families, forging the alliance that would become Les Syndicats. Within his small family are found former Royal Navy logistics officers and Maquisard repairmen, IDF schedulers and GMS mining crews. A motley bunch of individuals tied to an even wider net of associés, many within Les Syndicats and the Corse at-large see Dantès as a wild card element, and a specialty among the Corsican families - but they dare not deny their effectiveness nor usefulness.

Etienne: The Gallic Connection

As one of the pioneer families to invest into Marseille and the Provence system as a whole, the Etienne family put its cards on the system being a profitable link within Gallia’s underground. When the Battle of Provence caused the major powerhouses to fall back almost entirely out of the system, Etienne found that they had hit the jackpot. Having already seen to the connections to push whatever illicit goods they wanted sector-wide, the freeing up of Provence and Marseille has allowed les Syndicats less red tape and more governing power than ever before.

Instead of spreading itself thin, the Etienne family has reached out to other Corsican families already claiming their stakes to work together, focusing its own efforts on maintaining it’s underground trade network, The Gallic Connection. When one has dealings with the Etienne’s, it’s not any sort of casual business venture. The underground is their domain. Arms, illegal augments, and most importantly Nox - Etienne works with it all.


Objectives
"Once, Marseille.
Now, Provence."


Short-Term:
• Gaining a statement of neutrality and recognition from both the Council and the Crown, in regards to the Syndicated Minarchy and its claim on Provence.
• Establishing firmer ties with sympathetic Gallic and Sirian Corporations, ensuring the continued cleanup of Marseille.
• The cleanup of the Arles and Oblique debris fields, including the salvage of any possible technology for Corsican and Minarchy use.

Long-Term:
• Working with the Minarchy to establish a more complete naval and police presence, and if possible, convincing them to outsource this in part or in full to Les Syndicats.
• Covertly supporting either the Council, the Crown, or both - predicated on their support of an independent or at least autonomous Provence, and relationship with the Provençal Corse.
• Establishing long-term smuggling contracts inside and outside of Gallia, to further the Nox trade.
• Tighten l'Unione's grip on the Gallic black market, especially within Provence
• Expand the reach of Les Syndicats throughout the Gallic Borderworlds, and possibly beyond.



Diplomacy
"Keep your friends close, your enemies close.
Keep them all close, but at an arm's length. No one deserves complete trust."


ALLIED (+0.9) Minarchy of Provence: The de facto government of Marseille and Provence, we hope to bend our long-term relationship with them into a tool to further our own ends, and eventually control all Corsican operations within Provence.

ALLIED (+0.8) Unione Corse: We have worked for the other Corsican families for generations, and while we would prefer to directly control their operations, we see no need for petty squabbles now.

TRUSTED (+0.6) Gallic Brigands: The Corsican-Brigand relationship and its control over Gallia’s black market is as old as our families - and while we bid their operations with us stay under the rug, they remain trusted compatriots.

FRIENDLY (+0.3) Maquis: The traditional bond between the Maquis and the Corse has weakened somewhat, what with Les Syndicats’ abandonment of the Revolution; nevertheless, they do their jobs well, and aren’t entirely ignorant to the sound of credits hitting bank accounts.

CORDIAL (+0.1) Republic of Liberty, Federal Republic of Rheinland, Empire of Kusari: The majority of Sirian Houses are viewed favorably or unfavorably from person to person, depending on their specific prejudices; one thing is for certain, however. Their people are all good customers.

CHILLY (-0.1) Gallic Metal Service: Unlike the other corporations of the Crown, the GMS operations outside the Core Worlds seem to have taken to Corsican protection with little complaint. Time will tell if the relationship lasts.

CHILLY (-0.2) Gallic Council: While the Council has been a trusted friend for some Corsican cells and the arch-enemy of others, for Les Syndicats they are simply a reminder of what an unchecked, unsympathetic revolution looks like. The debris of the Oblique still falling upon the heads of les Marseillaise rings that reminder clear every day.

CHILLY (-0.2) Gallic Crown: The Crown’s relationship with the Corse at large has been roughly as complicated as that with the Council. In this case, Les Syndicats sees them as more of the same: those who abandoned Marseille in its greatest time of need, after directly contributing to its shaken state.

CHILLY (-0.2) IDF Shipping, EFL Oil and Machinery: Gallic Corporations loyal to the Crown, who have as of-yet done little to directly assist or harm the operations of the Corse in general or Les Syndicats in specific. As such, most see them as little different than the Crown themselves, those who fled while Marseille burned.

DISTRUSTED (-0.4) Junkers: While their services may prove of use, they have been known in the past to be frequent supporters of the Outcasts and peddlers of their goods. As of now, they are permitted free-flight within Provence, so long as they carry the right goods back home.

DISTRUSTED (-0.4) Liberty Rogues: Like the Junkers of Sirius, they have known connections with the Outcasts and as such they are kept at an arm’s length. Their previous conflicts with Corsican factions has also dimmed them in the eyes of Les Syndicats, but les Patrons are willing to overlook past transgressions should they prove useful.

DISTRUSTED (-0.55) Kingdom of Bretonia: Long-dispelled rumors persist that leave the Corse in less than favorable terms with the Bretonians. Efforts persist to open their markets to our trade, but we see no need to force change, especially with Le Roi at the door.

HOSTILE (-0.7) Golden Chrsyanthemums, Lane Hackers: Friends and compatriots of the Outcasts, their political messages are drowned out by the sins they carry in their cargo holds.

HOSTILE (-0.7) Outcasts: Peddlers of a competitive drug that leaves its victims permanently scarred. The Outcasts represent the ultimate mismanagement of something as fragile as the Gallic Connection.

HOSTILE (-0.7) Xenos: Ultra-nationalist terrorists who see no reason to compromise with l'Unione. A trifling matter for the overall health of the Connection.


Technology

"The tools of the trade."


• Unione Corse Ships, Weapons, and the l'Ane -- 100%
Ships, weapons, and equipment produced by ourselves and other Corsican cells - these are our tools of choice.

• Gallic Civilian Light and Heavy Ships, Weapons -- 100%
Vessels and equipment produced for mass civilian consumption - typically used by Les Syndicats to remain incognito, or for efforts Corsican equipment is not designed for.

• Gallic Brigands Ships and Weapons, Maquis Weapons -- 90%
Ships and equipment produced by our friends in the Brigands and the Maquis. Outside of l'Asco, the use of such equipment tends to be kept secret, in order to muddle the waters on the publicity of our relationship.

• Sirius Civilian Ships and Weapons -- 75%
Inventory available to the wider civilian market in Sirius, these vessels and weapons are a rarity among operations of les Syndicats, and typically reserved for covert missions into Sirius proper.

• Council Ships and Weapons -- 75%
With a rather frigid relationship and no method of properly maintaining or fabricating such equipment, not to mention the perception it would give to the Crown - such technology is thus extremely rare, and none of les Syndicats has officially sanctioned its deployment.

• Hogosha / Farmers Alliance Ships and Weapons -- 75%
The remains of previous agreements with the Corse organization at large, these ships and weapons see little use within les Syndicats, primarily due to the infeasibility of maintenance and upkeep.



Positions
"He who is deaf, blind, and silent,
shall live one hundred years in peace."


Patron (one per Syndicat):
The head of a Syndicat, l’Patron controls all of the operations and has the final say in the family’s daily business. They are shadowed in the typical Corsican secrecy, and conduct their business primarily through the voice of their Conseiller.

Conseiller (one per Syndicat):
Les Conseillers de Les Syndicats are the right-hand men and women of les Patrons, taking their word as law and enforcing it down upon the rest of their respective organizations. Typically, these individuals handle all but the most important work of Les Syndicats.

» Current Conseillers: Maryse Cadieux pour Bonaparte, Narcisse Archimbaute pour Cartier

Capitaine:
Capitaines are trusted individuals within each organization, typically running a section of field operations such as a particular Nox route or security of a certain mining field. Outside of the occasional meeting with a Conseiller, the Capitaines are the highest-ranking face of les Syndicats outsiders tend to meet.

Membre:
The “made men” of les Syndicats; those who have earned the trust of l’Unione and taken the oaths of silence and protection of les Marsellais.

Associé:
Associates of les Syndicats; either Corsicans who are earning their place within one of the families, or trusted outsiders who conduct the work of les Syndicats. Those without at least partial Gallic heritage may never become “made”, and will forever remain Associés.

So, the note about history is mainly a nod to the [UC] who had quite a few dealings with what I want to say was the [HA] at the time. As it stands, they weren't mentioned mainly because the majority of Les Syndicats' operations were focused planet-side, and while I'm sure there have been deals here and there in the past, it wouldn't really be relevant enough to our history to make the cut. I also couldn't find anything in infocards/rumors to suggest there's a strong partnership in-lore with the Hogosha, only that the Corse was considering it:

a UC rumor, I think Wrote:Since the Gallic Royal Navy pushed the Council out of Gallia, we have lost the chance to secretly work for both sides unnoticed. Now we are forced to look for other potential business partners. So far it seems that trade in Artifacts with the Corsairs and Hogosha could be very valuable.

Most factions that wouldn't have an extremely clear-cut relationship with the Corse of Marseille didn't make the Diplomacy cut, as we wanted to try and develop those through interaction and see where we ended up. Also, I'm rambling because it's like 1 AM. Thanks for all the support in all this, by the way!

Huh. Well, I'll be honest, the more you know. I suppose nothing we said is technically wrong but I might edit their diplomacy tag soon-ish to reflect that more clearly.
