I am Colonel Picaroon Diablo of the Shadow Outcast Brigade. Recently, we have merged with the infamous Blue Lotus Syndicate in an effort to combine our strengths and to re-establish our dominance in the distribution of our nations product known as Cardamine.
This merger has placed me in control of both the {SOB} & [BLS] operations, While I have kept the former BLS Staff on & in control of their operations, I wish to discuss some terms and agreements with you in this matter to assure a mutual understanding & agreement.
As BLS will be slowly be re-establishing it's former trade routes of trafficking Cardamine directly from our refineries to distribution hubs through out Sirius. As our known status prevents us from moving products to certain systems & planets, This is your opportunity to make a profit with our help & support.
BLS freighters at this time will only supply the following locations & wish to do so exclusively.
Beaumont Base, Texas System (Junker Controlled)
Rochester Base, New York System (Junker Controlled)
Alcatraz Station, California System (Liberty Rogue Controlled)
Mactan Base, Magellan System (Lane Hacker Controlled)
Ainu Depot, Hokkaido System ( Golden Chrysanthemums Controlled)
These distribution points we wish to have as ours exclusively. However, there are more valuable markets for our product in which we can not send our ships to, Such as;
Planet Manhattan, New York System
Planet Houston, Texas System
and numerous bases, stations & planets that are not in our zone of operations or compliant with our diplomacies. Thus leaving IND a vast market to make a profit from hauling our products.
Of course you will still have to compete against competitors in those markets & understand that is not our concern. Our only concern is assuring our product is distributed & that the Outcast Nation makes a profit from it.
Furthermore, In the near future, With approval from the Council of Dons, BLS will be issuing Cardamine Transportation Licenses. These licenses will be given to trusted smuggler operations & trusted independent entrepreneurs. The license will be free of charge & holders of it will receive support from not only {SOB} / [BLS] but also from established Outcast forces such as the 101st, RoS, CCS & the Council of Dons. Those not having a license will simply be on their own to muttle through the best they can.
Now here is what I would like to propose to your organization.
As we understand your need to remain as distantly linked to us as possible, we are willing to keep this agreement in the most secrecy. The terms I would like to implement are as follows;
1: IND acknowledges & agrees to the conditions that the following distribution points are for exclusive use of BLS ships only.
Beaumont Base, Texas System (Junker Controlled)
Rochester Base, New York System (Junker Controlled)
Alcatraz Station, California System (Liberty Rogue Controlled)
Mactan Base, Magellan System (Lane Hacker Controlled)
Ainu Depot, Hokkaido System ( Golden Chrysanthemums Controlled)
IND may distribute anywhere else they see fit with out concern of the BLS or any Outcast entity.
2: BLS Will at no time attempt to interfere with any IND transporting Cardamine or products to Malta
& will graciously allow them uninterrupted access to any of our refinery locations. We will also see to it no other organized Outcast entity will interfere with your operations in trafficking of goods in and out of Outcast areas of influence & operation with exception to condition # 3.
3: BLS nor any organized Outcast entity shall pirate any IND ship operating with in our zones of influence nor cause destruction to an IND ship while in our area's Unless said ship is in possession of known enemy items. In which case the IND ship will be asked to drop it's cargo which will be destroyed on site OR pay a fine double of the amount the load may have been worth. Failure to comply would result in possible revocation of this agreement & hostilities pursuant if not able to come to a acceptable conclusion.
Cargo deemed as enemy freight are as follows:
Artifacts
Diamonds
Niobium
Nomad Technology
Outcast Pilots
Allied Pilots
Enemy Weaponry
Food products bound for Omicron Gamma
4: BLS will issue a permanent license to IND for trafficking of Cardamine & all privileges that are assured with said license if they deem to utilize them. Escorts will be provided if asked for & assistance will be given if any organized Outcast ship is in the area of the IND ship in need.
5: It shall be understood that BLS has no control over independent Outcast operators & can not take responsibility for their actions. We have made arrangements with the Organized Outcast Entities & they are in agreement with these conditions. It also has the approval of the Council of Dons.
If in such a case an independent Outcast should continuously cause a problem with any of your ships and or personnel, Please pass the information along to us or the Council of Dons & we will see the matter is explained to the ships captain by what ever means are needed.
I am hopeful these terms are befitting to you & your organization & we can come to a mutually beneficial agreement on this.
Of course if any conditions or terms you would like to discuss or add, please contact me & we shall work out an accord to benefit us both.
