First things first - I don't know of any "Ishmael" you are referring too. There are no archive records of el Consejo Nacional regarding 101st, so we might not know the details. If the object in question is under Hispania's jurisdiction, please elaborate and we will be able to discuss that.

Secondly, speaking of your banishment and return. The Senate of Maltese Hispania is the successor of the National Council and we intend to uphold their legal decisions. We do not know of the reasons for your banishment. As I indicated, there are no archives regarding your organisation left from el Consejo Nacional. But I assume, there was a solid reason for that. Care to elaborate on why your organisation was banished? The main change of agenda that the National Council brought about was changing the pro-nomad policy of the Crimson Cross. The Unitary Republic is to keep nomads away from our space and refrain from any interactions with them. Open dealings with nomads are considered a threat to Malta and as such, a treason. I hope we are clear about that and I hope your banishment had nothing to do with glowing space-jellyfish.

Thirdly, your request of return. At the moment, Malta is involved in lengthy war against the Kingdom of Gallia and any life of fellow Maltese is of grave importance, and no help will be rejected unless it directly contradicts Maltese grandeur plans and/or safety. We have recently dealt with one revolutionary group of Malta, MOA, and now encountered another one - "Republic of Malta". In light of this the Senate is to preserve reasonable caution when dealing even with Maltese-in-origin organisations.

origins of your organisation and its agenda
reasons of your banishment and persecution by the National Council
your intended activity within Maltese space.

Senor Escudero, it is a pleasure to speak with you. "Ishmael" is our term to Malta, to clear any misunderstanding. Our Origin is as yours is Ishmael, Malta home of all Outcasts. We are the Spectres of the Razgriz abyss in Omicron Phi, we are the righteous owners of Corsica Outer Rim. Our organization is more 230 years old by now, our founder the legendary Edmundo Razgriz was a known scientist among the Outcasts and we were his Spectres. We fought centuries ago for the Outcasts in several campaigns to ensure the reign over several systems. We've been the administrative body of the Nacion Maltese, as we took over crucial positions wherever we had the opportunity. Drifting apart more and more from what they have been in the beginning, the Ghosts had been Legislative, Judiciary and Executive all in one for almost over 140 years. We do not seek to be the one and only power within Ishmael. We've been developers of technology, an intelligence branch and soldiers for Ishmael.

Our banishment? Our banishment, we were banished from Ishmael's holy space because of the actions of our leaders Gabriella and Estefania Casta, who engaged in open negotiations with the Corsair Empire, not all of us were happy with that and those who opposed it were executed or banned from the 101st. I always believed that we were doing good for Ishmael but with our banishment from Ishmael, I lost my trust to them and left everything behind knowing I could never return to Ishmael again. Both of our former leaders are dead and I will bring the 101st back home and rebuild our legendary reputation. We will always protect Ishmael, no matter what. These records document the reasons why we were banished.

Our purpose within Maltese space would be, protection of ANY Outcast vessel and we will destroy anyone who tries to harm our beloved home. We will assist the Cuatroce and Legion Maltesa on their patrols, missions and in combat if our aid is needed, we will provide and share any intelligence with Ishmael found by the Spectres. This might also be in profitable use for you. Our diplomacy archives are very outdated as every soldier of the 101st had it's own reputation while being in banishment. Now we can indeed discuss the matters clearer. It appears your banishment had something to deal with the Corsairs and our technologies falling into their hands. From the archives you have provided it is not clear if this misdeed actually happened or not. If you can elaborate on that, it would be appreciated. However, taken into consideration other information you provided and your intentions, I see no reasons to bar you from "Ishmael". Welcome home, brothers and sisters!

The newly founded Unitary Republic will need some time to solidify the legislative base and some bureaucracy but be assured - we are as organised as our society has ever been. The assistance that might be required of your group is intelligence. More importantly, I would personally ask you as a private person and the Don of "Cuatroce" to investigate this separatists of so called "Republic of Malta". You should know that they intend to side with Crayterians and the Commonwealth of Liberty, perhaps even with the IMG. Such interest in the grave enemies of Malta is quite suspicious. Aside from calling upon violent change of legitimate power on Malta, the group intends to abolish certain practices that have been traditional for Malta for centuries. I would like to ask you to investigate this group. Your experience of intelligence and living outside of Maltese space would most probably contribute to your efficacy in the matter. Also, do not take it personally, but some suspicion is in order and you will still be kindly asked to pass background check with the representatives of the Legion.

Now, to your Corsica claim. While the history of your organisation is tangled with the base, the base does not belong to a single entity but rather to the People of Malta. As far as we know, the current administration of the facility lies on Istituto di Ricerca Militare Maltese (IRMM). The institution is the biggest ship manufacturer of Malta, and is also entrusted with the development, maintenance, and implementation of the advanced, primarily military-grade technologies. They have our full trust and their property on Corsica station is protected by law. Certainly, there are many companies, mostly military ones, working on Corsica and there is enough space for each of them. However, IRMM administrating the facility at the moment, you should contact them to the end of legally owning property there.

P.S. whatever is the truth in the story with giving Maltese technologies to Corsairs, please mind that such actions are not tolerated in general. If there is a possibility to find understanding with the Corsairs, it will be priorly heavily debated and thought over in the National Senate and Council of Tribunes. Until then, any technology sharing with the Cretans is strictly prohibited.

Senor Escudero, I am very glad and proud to hear your answer in that case. The Casta sisters had a close relationship with the Corsair Empire and dealt with them close. Their betrayal on Ishmael is unforgivable and their fate has been sealed already as they do not remain under the living anymore. We cannot turn back what has been done and we will prevent any attempt of sharing Maltese technology with the Cretan Empire ever again. Therefore we shall investigate and uncover the goals of the newly formed "Republic of Malta" and if you wish annihilate their treacherous thoughts once and for all. Suspicion towards us is understandable and we will deal with it properly, we will show that our motives are true and stand for Ishmael.

I understand that Corsica Outer Rim is under control of the people of Ishmael and we respect that, two of my Ghosts already made the first contact with IRMM and we are ready to cooperate and to operate the station with both parties if there is nothing in the way between us and the IRMM. I hope that our vaults and research labs were untouched and we can continue our work on our projects, evolving the technology of Ishmael but that will begin later when our organization is fully respected and implemented into the Outcast society of Ishmael. The Casta sisters were the reason the Ghosts were exiled. If they are no more, I see no reason not to grant you a chance to make up for past mistakes. Of course you would have to excuse our cautiousness as at first we will be keeping a close eye on you. Along with senor Escudero's condition that cooperation with the Cretans is forbidden, I would also add that any sharing of technology with the aliens and their thralls is also something currently strictly prohibited, for the security of Malta and its people, of course.
