Ruling Bodies of Maltese Hispania

National Senate of Maltese Hispania (Senado Nacional de Hispania Maltesa)


Established on 9th of August 826 after proclaiming the Maltese Unitary Republic of Hispania, National Senate is the chief ruling and legislative body of Malta. Due to Maltese history and heavy reliance on important stakeholders and semi-feudal administration system, the Senate is formed from the most influential Dons, military and scientific leaders, and other people proving their worth and loyalty to Malta and earning fame. The candidature selection process reflects the whole complexity of Maltese domestic people: ordinary citizens are asked to put on the people they deem important enough for Malta to be put on the list. The most influential Dons, who enter the Senate automatically based on their profits and the size of their private army (also, of their influential relatives, and blackmailing capabilities), take the list into consideration to flow with the societal request and to make note of who is praised nowadays on Malta. Approximately 10-15 spots out of 42 are taken by big traditional families that has been in Maltese power race for centuries, rest are invited from the popular list. Complex and intransparent to ordinary spectator, the system reflects both the need for organisation and preservation of administration traditions without the Dons losing their face to some hired bureaucratic body without actual land and/or source of income. The Senate, much like the National Council before, is a platform for both discussing and implementing decisions, many of the senators serving as ministers of Maltese Hispania and availing their personal experience in dealing with their private matters, such as finance management or diplomacy, for the benefits of the State. The voice of the Senate is the Speaker. Current Speaker is Hernan Luis Escudero Grijalva, Don of Cadiz Cartel. National Senate of Maltese Hispania is located in Ravenna Naranja, the capital of Maltese Hispania.

Council of Tribunes of Maltese Hispania (Consejo de Tribunas de Hispania Maltesa)


While Senate de facto remains oligarchy in nature, Council of Tribunes is designed to reflect the old republican traditions of Maltese Hispania and to serve as litmus paper for public mood. Tribunes are vested in less power and responsibilities than Senators and can only issue legislative projects of recommendation character that are to be approved by the Senate. This, however, does not limit the scope of the bills the Tribunes can write, be it a law project on education or military budget. Tribunes can also issue a veto on any decision of the senate if issued unanimously. The veto can be beaten by twice by the senate, however, after the second rejection of Tribunes’ veto the Supreme Court of Justice is to investigate the matter on the basis of being in line with the Constitution.

Council of Tribunes consists of 100 Tribunes elected biannually, representing 100 units of administrative division of Malta that can change depending on the results of the votings. Tribunes are elected from the citizens who availed their passive elective right and put their candidature to public voting. To execute the passive voting right, the person is:
  • to be 20 years old or older
  • having been at least 3rd generation Maltese
  • not having any felonies on the record
  • having overtly confirmed the decision to run for the elections
  • legally owning land on Malta, Soledad, or Albegna, and or owning property in space like a base

To execute the active voting right, the citizen is to:
  • to be 20 years old or older
  • legally owning land on Malta, Soledad, or Albegna, and or owning property in space like a base
  • having been born on Malta, Albegna, or Soledad, or on any Maltese officially recognised installation

Tribunes are encouraged to be of non-noble blood, however, nothing in the law restricts a noble to run for the office. However, it can be considered less prestigious unless the noble family is minor.

Council of Tribunes of Maltese Hispania (Consejo de Tribunas de Hispania Maltesa)


Supreme Court of Justice of Maltese Hispania was created to adjudicate the most important matters in the state. Among its responsibilities is to oversee the constitutionality of the legislative initiatives and actions of the Senate and of the Council of Tribunes. The Court can also investigate the feuds between big noble families if requested so by the families; resolve the cases of ordinary citizens against the Dons, corporations, and the State itself; consider charges of Hispanic entities against foreign entities and vice versa. etc.

The Court is formed of 10 judges that are appointed on a meritocratic basis using the same standards for passive elective rights as for the tribunes. Five are appointed by the Senate and the other five - by the Council of Tribunes.
