I am Ikeda Yume, representative of the Golden Chrysanthemum Gen'an Sisterhood and spokesperson of the Matriarch. We greet the Maltese Unitary Republic of Hispania.

Our Sisterhood got word of the new Velazquez Bill and after reading it twice, we want to be included as Licensed Distributors. We could use the additional benefits it brings in the light of recent events.

However we would like to request to be included under article 6.4:
6.4 Certain faction deemed strategically important or enjoying favourable treatment from Maltese Hispania, might be exempted from the payment of both licence and royalty dividends.

We have always cooperated closely with Malta and we have a strategic importance in Kusari.
We would also like to use this opportunity to offer our gratitute to Malta for willing to deploy so many resources in defense of our shrine base.

Any representative of the Maltese Hispania to whom the Grantee of this Licence shows this document is kindly asked by the Senate of the Maltese Unitary Republic of Hispania to render all assistance requested within the scope of Velazquez Bill and treat the Grantee favourably.
