Although the review, analysis and survey of Sigma-21's full abundance in resources and opportunities is in its early stages, the presence of substantial uranium fields is well established. It is the assessment of the Saigon Autonomous Council that the development of these resource opportunities, especially in light of new found cooperation, best undertaken as a joint project.
Therefore, we would like to tender your corporations with the contract for the construction and maintenance of a joint mining facility for the mining of Sigma-21's Uranium Resources. The Saigon Autonomous Council requests that you submit a joint proposal pertaining to the necessary details within the shortest reasonable period. Please note that compliance with the Legal Code of the Saigon Autonomous Council and the Treaty of Nevers, in particular as regards to Regulation 5.5.3., and the prohibition of constructions east of the F/G Meridian.

From the outset of this endeavour, Daumann has sincerely committed itself, and of course will commit our efforts to this project as well. We will commit funds, personell and mining vessels in bulk, and will gladly consider additional requirements as and when they become apparent. At present Daumann has substantial construction assets within reach of Sigma-21, which we can divert for the construction of this new base without delay.
While Daumann is able to provide large numbers of material, ships and even experienced mining staff, I believe our corporation is best suited to undertaking the active construction and maintainance. Given existing specialities, equipment and staff experienced in the mining of Uranium, I submit that our colleagues at Kruger would be an excellent choice to take lead on the project, with support from our other Council members.
On the question of Tengu station - although our own systematic review of the system is some months out of date, its absence in these surveys suggests that the facility itself might be relatively new. Daumann accepts Kishiro's suggestion that they investigate on the SAC's behalf, and inform the council for further decision making.
