The Hostile Database is a private resource for identifying confirmed hostile of the Velvet organisation. So that Velvet personnel can easily identify and eliminate any hostile ships within it's ZOI. Substantial evidence must be provided before someone can be listed as hostile to the Velvet Organisation.
