To whom it may concern,

Three weeks ago, our director of Internal Affairs, Lulatia Bellsario attempted to contact your government regarding the hostile status of Festus McBoyle's Scrapyard along the Leeds trade route to Tau-31.

Twice we have resent the transmission and twice we have received no response. I'm afraid that now the situation has become untenable. I personally flew to the Leeds system to investigate this matter only to discover the base is now equipped with weapon platforms which opened fire on my vessel the moment I exited the trade lane. As Chief Security Officer, it is my duty to be proactive in safeguarding the lives of USI pilots who are engaged in lawful trade activities. To that end, future USI convoys traversing the Leeds system will be accompanied by heavy escort craft. Our security pilots will have orders to use whatever force is necessary to ensure safe passage of our transport craft.

I sincerely hope that this unfortunate situation can be resolved in a timely manner. I look forward to your prompt response.

Greetings CSO Joe Pickens,

Firstly, apologies on behalf of the Government of Bretonia for the slow response to your communications. The peculiar decision by the Sirius Cartographers Guild to strike classify Leeds now as a Tau system and not a Bretonian core system has sent our bureaucratic and administrative departments into a state of confusion over matters relating to that system. Your request was pin-balled through multiple departments over who would handle it.

With no conclusion in sight, the Cabinet decided to respond, and here I am. The base in question was registered via an exemption, and while it is not logged in the BPA records due to the above administrative confusion, it is legal. The weapon platforms are not, though due to the nature of the system no doubt they would be approved.

The issue of this Junker installation shooting at allied shipping however, is a serious one. The owner of the base is affiliated with the Junker group "The Congress" and, as an initial step I would recommend you contact him and that organisation to resolve this amicably. Do this, and if it it is not resolved, provide me with the transcripts of this refusal or silence from the other party, and the Bretonian government will take further action to resolve the situation.
