Bonjour, Captain.

The information surrounding what is happening in Rheinland is muddied at best, however the people of Rheinland should not need to suffer the struggles of their elite playing their great games. Gallia has suffered the same fate, recently. So I am sympathetic to the plight of the innocent.

I have made this communication open to other members of EFL, on the understanding that if they choose to assist. It is done so of their own volition. For the sake of diplomatic ties between whatever is left of Rheinland and Gallia, I will not make the authorization official. But they are free to provide supplies and medical assistance.

And one last thing, no refugees nor evacuees will be transported into Gallia.
Lacking an official stance from the Government, I do not want to see EFL vessels carrying human cargo into Gallia from Rheinland. I ask you avoid pressing that issue to EFL captains who have chosen to assist you.

After having read your request following the sharing of the communication by our president, I wish to help you. Although we cannot receive civilians in Gallia as Mr. Lacroix said, I am ready to bring materials to help the wounded. Therefore I will bring a transport of Mobile Medical Units to Baden-Baden.
