Following recent developments, the Empire of Kusari sees need to establish official contact to the 'Technocracy'. First and foremost, we wish to inquire whether the 'Technocracy' possesses any interest in formalizing its relation with the Empire of Kusari. Should this not be the case, we would still wish to inquire about a recent incident involving Kusari civilians.

Good evening.

For the time being, the Directorate is occupied with other matters, as such, I will be handling this communication in place of the Supreme Navarch.

While we hold a cautious outlook to outsiders, it is not unheard of that we form connections to certain organisations, particularly those that of a scientific/technological background. It is true we have held some interests in collaboration with some of the corporations within Kusari in the name of technological development. However, we hold no opposition to further discussions and are willing to hear what you have to say.

But let us cover your first concern. We are listening.

Esteemed Advisor Vasilios Zerveas.

We thank you for finding time.
Whilst it is rather unpleasant to begin a formalization of contact with such a matter, it sadly cannot be helped this time.

The Ministry wishes to discuss the occurrences surrounding the "KRV-Riken", a Kusari civil research vessel belonging to the Tenmei University, and the "A/)-ACV-Ixion", one of your own vessels, within the Kansas system. For the sake of full transparency, we attach the blackbox recordings we have received by the "KRV-Riken" below.


The Ministry wishes to raise a few points in this regard:
  1. From our understanding and based on your vessels radio operators words; The Kansas system falls under the jurisdiction of the Republic of Liberty.

    Based on the commonly accessible outlawed status of the Technocracy in Liberty, we assume you contest their jurisdiction in this star system. This does not concern us much, however we question whether it is easily accessible for civilians to find out about your geopolitical claims. We had to engage into a rather time consuming quest into the neural-net, filtering out quite a sizable amount of fake news and other false claims before we found this.

  2. The demand to hand over data acquired very far away from areas claimed by your organization bases neither on 'regulations' outlined by the Technocracy nor is the superficial explanation provided to the "Riken" satisfactory to justify the demand. In fact, we found no 'regulations' within this "Interstellar Spatial Regulations" outlining that research vessels are required to obtain a license from the Technocracy or that the analysis of "gravitational anomalies" requires such a permit.
    In addition, the successful attempt to interrogate the "Riken" based on the claim that they "are not listed as exempted guest" is to be condemned, given that the nature of your 'regulations' permits civilian vessels identifying themselves successfully free reign within the area in question.

We admit that the Captain of the "Riken" reacted in a rather unprofessional tone, although we must consider that their nature as researcher might not make them the best to handle such political situations. Regardless, we apologize for their harsh tone, albeit it comes as no surprise given the situation the Captain found himself in.

Unlike the Kingdom of Bretonia and the Republic of Liberty apparently, the Empire was never met with ill intentions by members of the Technocracy and we are proud to say that we rather forge a relationship - good as well as bad ones - on our own rather than to trust third-parties pursuing their own interests. However, the seizure of data is considered an act of unfriendliness, which given its very weak justification, should be reversed and the data returned to the Captain Sumitomo, be it through direct contact with them or through our Ministry.
