I expect you've also seen this particular statement from the Liberty government. "Zoners are considered as hostiles in Liberty". That's to say, all of us. Yesterday, any Zoner was still acknowledged as a civilian in this House, and now because we object to Houses setting the rules for our lives, folks like us earn a firing squad.
Do we truly have the goddamned time to be particular about this?
Hell, who will blame Captain Uihara for getting distance? No Zoner on the Edge is eager to draw a hard line against a House - what do they have to gain or lose in our fight? It's up to us. So what are we going to do? We can start by not turning our nose up at help where it's offered, because that's going to start dwindling fast if we just rely on Zoners everywhere. You're watching it happen in front of you. Keep that in the back of your mind while I address your misgivings.
I hope this clarifies my positions here. They've changed a bit since this morning, I'm sure you've gathered. I pray you see the reason and the necessity for that.

Don't mistake me for a second in thinking that I'm happy about listing the Rogues. They've crossed me personally, and I know my history. Their sort preying on our predecessors here in Penny is part of the reason they tolerated Liberty extending them protection at all. But I've dealt with one of their foremost pack leaders from California, specifically the one that sent this message to us and the Alliance leader.
For whatever reason, he's got it in mind to consider us "under his protection" and he's willing to shoot any Rogue that steps out of line, something I've witnessed. More to the point, he's offering us all the Munitions we need, sourced from Rheinland - free of charge. We don't have to forgive them, we'll probably be at odds with them again when this is over, but turning this help down is shooting ourselves in the foot. Putting it nicely. If you want to get even for the Freeport, I sympathize, but that's your business. Don't make it Erie's. We can't afford it.

When it comes to the Xenos, my wariness is coming from the fact that they're an insular terrorist organization. One that isn't kind towards folks who don't originate from Liberty. I don't think I have to remind you that Zoners accept anyone to the lifestyle, Libertonian or otherwise. Not to mention in my travels, I've heard whispers that they keep ties to the Outcasts under the radar - just like the Rogues, sure, but if xenophobes like this are answering to Malta and want to be an intimate part of our struggle, wouldn't that worry you?
I don't want to see us co-opted by the agenda of their "Free Republic", like I'm sure you don't. But recent events are showing we can't afford to be picky about help, so hell, I'll recommend access for their people so you understand I'm serious about how desperate things are getting for us. Just try to keep their allowances for personnel on-board strictly limited, okay? Enough for some combatants and some support staff, training advisors, and space for their crews to unload supplies. Don't let them have the run of the station.

The Technocrats, on the other hand, aren't looking to influence us unduly. The codes they're offering are representative of their willingness to help, and judging by the price tag, it aught to be something significant regarding Liberty's operations. SLRC has already offered to pay fifty-percent or so on our behalf. Maybe if we pulled some teeth with OSI, we could get them to move their fortunes in our favor.
In the end, it doesn't matter - it's merely an offer. What matters far more is that they're willing to provide Optronics with no strings attached. Something we need as much as anything else on this list. I'm not intending to sell out to them any more than I am to the LFR, trust me on that. With recent events, we aught to at least clear their logistics people to dock, though. Not like we aren't feeling the pressure now.

The New Dawn lastly aren't, as far as I know, contributing the entirety of their movement. They'll be appending a subgroup they call the Gloaming Flotilla to our aid who will remain near to Pennsylvania and who'll be explicitly following our lead in things. A man named Klugmann is apparantly going to be at their head, with combat ready ships and frigate craft. He recently made a statement if you wanted to get an idea of what he's about. They're likely to be resupplying and moving shipments often through the Independent Worlds, as well as fighting with us in Penny.
However, a primary concern this Mister Klugmann has had is what we intend to accomplish by our resistance. A settlement with Liberty, or the full independence of Pennsylvania? The latter is what speaks to my heart, but a clear statement of our goals and demands will need to be made to advance our cause, and especially to convince folks of his persuasion that our efforts are directed and organized. In fact, if we could as well put out some kind of call to arms to any interested freelancers or bounty on Liberty forces in our home, I expect the New Dawn, and others, would get right down to business without our folks even needing to head up their flights. Remind me to pursue this in talks with OSI and their deep pockets.

Please, just grant them all access rights. These people are buzzing me constantly about wanting to be able to drop off something and I keep having to tell them they can't. At this point, we really do need anyone willing to even part-time this operation. If you want my guarantee that none of them will sell us out to Liberty, you have it, wholeheartedly. Though I'm sure they'll find us before long, anyway. How about we have the station up to spec by then, hm?
