Esteemed Dignitaries and Admirals,

Allow me to introduce myself - I am Admiral Blake Wayne Van Leer, Commanding Officer of the First Armada. We are a secondary force of the Liberty Navy, and currently by far the most active entity within Liberty's lawful forces. I feel like it is our responsibility, for the sake of the border worlds like Coronado, Magellan, and Cortez, to keep an open channel of communication with our historic allies - the Kingdom of Bretonia. We have been made aware of your recent personnel changes and the appointment of Admiral of the Fleet Sir Jacob McIntire - and we would like to start writing a new chapter of cooperation with Bretonia's Ministry of Defense and Admiralty. Be it the exchange of intel our Office of Naval Intelligence can provide, joint exercises and strikes against criminals in the border worlds, or supplies provided by our growing PEGASUS logistics division, we hope we can be of assistance.

A symbol of renewed cooperation
Alongside the open channel that can be accessed at all times, we would also like to inquire about a possible physical symbol of cooperation. One of our star officers, Ensign Victor Callotis has taken the initiative and envisioned the First Armada restoring one of retired Bretonia "Crecy" - class Destroyer husks with Liberty Technology. I would like to ensure you that we work a little differently from conventional Fleets - our officers are given great responsibility early, and I am very much inclined for our engineers and support staff to assist Callotis with this project.

We are not asking for much - one of retired or to be scrapped husks. Our engineers will enjoy the challenge, Ensign Victor Callotis will learn a lot in the coordinating process, and the vessel will stand as a renewed symbol of cooperation to boot. We can provide all sorts of materials in return, or simply monetary compensation if you so desire. Know that Ensign Victor Callotis is consulting us on major steps and has our full backing, alongside access to this very channel.

Esteemed Admiral Van Leer,

I appreciate your initiative, eager leaders like yourself that serve as a symbol to their officers and soldiers are exactly what I have come to expect of the Liberty Navy over the years, and I am glad not to be disappointed, now that I again have the honour to lead her Majesties Armed Forces.
I fully agree that we owe it to these wartorn systems not to jeopardize their safety due to a lack of trust or cooperation.
As for your request, it is not in my power to grant it I am afraid. I have advised Mr. Callotis to contact the Ministry of Defense, that is all I can do for the moment. For better or worse my power as Admiral of the Fleet is limited to non-political decisions, under which the distribution of warships defenetly falls.
I am sure the Office of the Ministry of Defense has by now been in contact with Mr. Callotis or yourself, should this not be the case I will see if I can get their attention to the matter.
I am looking forward to our future cooperation, I will try and keep a close watch of this channel.

Thank you for your assistance - we have not heard the approval just yet, but I am sure all is in order and ensign Callotis will be heading the project shortly. He has the mandate of the Liberty Navy Fourthy Sixth Fleet admiralty who instructed him to contact Bretonia along with us in the First Armada leadership - if you and the Bretonian Armed Forces are also on board there is nothing standing in our way to create this symbol of renewed cooperation.

We are not asking for a full-on warship mind you - merely an empty husk that will be filled with Liberty technology by our engineers. The cost or impact on the Bretonian Armed Forces or the Bretonian MoD should be very minimal.

I have let the office of the Minister of Defense know about your inquiry about their stance on this matter and they are processing it, the mills of bureaucracy can take a while to turn I'm afraid. They should be getting in contact in due course.
