Namely, I am referring to the article "Triggering and Controlling Jump Holes in the Vicinity to Gravitational Anomalies: A Novel View on FTL Technology". I assume, your engineers and the R&D department must have already acquainted themselves with the contents. In brief, using fresh data on anomalies witnessed around the sector, the scientists came up with a way to open a controlled rift, a jump hole if I may call it this way. If their theory is proven correct, we can benefit the Empire greatly by making it less dependent on Ageira's monopoly. I do not have to mention that this will benefit greatly any company that would involve itself in the project by creating opportunities in a new market segment as well as potentially decreasing the cost of space-faring with no burden of royalties incurred by using foreign technology. Additionally, the Emperor himself might pay attention to the project of such gravity, and there is no need to mention the perspectives of such attention...

What I propose is the following. As the Lord Speaker, I have secured the support of the Imperial Diet in this matter. The Government will support the project with funding, legal framework, and security. My Clan will also chip in. However, public funds cannot be used too frivolously before the elections and the private sector needs to play its role for the betterment of the Empire. The Diet believes Kishiro is up to the task and has the needed expertise. We would like to offer you an opportunity to support a historical project that might change the House of Kusari for centuries to come. To that end, you are asked to get in cooperation with the team of scientists in question and start developing a prototype of a jump gate using the findings from the article. You can expect full cooperation from the authorities in this matter and will be guaranteed the highest security.

Why not ask Samura too, you might ask? As a native of Honshu, I want to see my system have the beginner's edge in this, and extra working places created from this opportunity can benefit my clan's political position in the system. My personal interest aside, Kishiro is known to specialise in electronics rather than heavy machinery. The former will be of more importance in this matter. It is always good to hear from the honorable Shimamori clan, especially when it comes to matters such as this.
The endeavor to free ourselves from dependence on outsiders is a noble one indeed, I doubt it will come as a surprise for you to learn that we are aware of the article in question and are currently working on projects with a similar goal. We believe, based on the article, that some of our findings on those projects might be applicable here as well.
Add in that our Optical Chips are a key component in the production of trade lanes and jump gates, and your choice is all the more logical and well thought through.
As for compensation, we would not want the expenditure of public funds in the pursuit of science to unduly impact politics, I'm sure we can find an arrangement that all parties currently involved will benefit from.

It is a pleasure that Kishiro is up to the task. My previous message outlined the main course of action. The Imperial Government wishes Kishiro engineers to use the findings of the article in question to apply in practice and come up with an experimental design for the Kusarian jump gate. You can expect cooperation with the imperial teams of Kure if needed, as well as with the scientists from Shin Tokyo University and Tenmei University of Honshu who authored the article. Construction of separate parts can be carried out planetside and/or on Kishiro-managed facilities, however, the assembly of the prototype is to be carried in space at a safe distance from any civilian or military object. You are free to choose the place for the testing. The Imperial Government considers the system of Honshu to be optimal for it. We advise you strongly, nevertheless, to deploy the prototype, if successfully constructed, not within the GMG field of interest around Aomori station and Sigma 19 or Sigma 59 jump gates. I assume that since you have already expressed your agreement, you can begin the development immediately.

As I mentioned in the previous message, you can expect full cooperation from the authorities. Once the prototype is ready, you are to inform the government so that the KNF, KOI, and KSP can ensure the highest level of security. We appreciate your readiness to bear the expenses, your loyalty to the Empire is duly noted and praised. Nevertheless, the offer of funding from the government remains standing.
