Konnichiwa, to all Department..

Communication;

Greetings to all the government representatives of our Kusari empire.

Without much ado, as Director of Samura Heavy Industries, I hereby come to report an incident in Dublin, Bretonia. This is just for the record, unusual situation.

My primary point of view is that a police authority should never prevent a buying and selling action, in whatever system and from whom it is supplying the material. The fact that a Samura ship went to Dublin to buy material was due to the fact that he was still unaware of the most recent events, [at least he does not tell us that Bretonia had informed of the recent dispositions in relation to Dublin, not even the police authorities expressed themselves in any way] because the intention of the Samura ship, isisto, was that we could still benefit from some miner in the Gold mining zone, or perhaps some BMM base in the system, by the way, as well as from anyone who could benefit us with a load of the good and appreciated economic resource for the Kusari Empire.

The secondary is strange, as the police authority in question was clearly allied with the Mollys, who by the laws of Kusari are said to be rebels against the Crown of Bretonia, hunted down, imprisoned, destroyed their ships and even killed. At least these are the rumours said in the bars and cover circles in various places of some well-known systems.

Thus, Samura Heavy Industries makes known our autrities regarding what happened in this annex here, given that the police officers were united in the destructive action, although apparently they wanted to denote a certain animosity, this I say by the simple unofficial report of the Captain of the ship in question and the other survivors, who are still recovering at the Shinkaku Station Regional Hospital.

Samura respectfully leaves here all government authorities and especially the Emperor of Kusari and his beloved family.

Sayonara.

Welcome to the specialized Service Samura Heavy Industries.

That's all for now.

Haikei Director Kamimura.

Under different circumstances, an incident like this would end up on the desk of the Foreign Affairs Ministry.
In this instance, following a thorough review of the data provided, it is my duty to grant you legal advice.

It is an unfortunate circumstance that the Kingdom of Bretonia miserably failed on the public relations front, foregoing any precaution measures such as informing the general public about the embargo. However, the embargo is clearly defined in the Bretonian Insterstellar Law Charter. Captain Myotta's refusal led to the inevitable here and the Captain is to blame partially too. We will dispute the recklessness shown by the BPA personnel, as they aimed for the annihilation of the vessel and not the mere disabling of engine components - as it is standard practice.
Further, the data provided shows no distinct proof about a cooperation between the Mollys and the Police officers. Quite the contrary, in fact. It appears the Molly vessel attempted to rescue the Nakasaki. We urge Samura Heavy Industries to maintain at least certain levels of plausible deniability and not get too cozy with the Mollys, even if they attempt to "be the rightful" side in such a situation.

The Empire does not endorse further endeavors into the Dublin system and strongly urges Samura Heavy Industries to seek out the alternatives established by Bretonian corporations, such as Canary Wharf Station or other Bretonian assets.

Regardless, this incident may serve a good purpose and assist our plans to combat the very restrictive nature of the embargo. We are convinced that it should be permitted for Keiretsu vessels to enter the Dublin system accompanied by BMM employees or authority vessels for Gold extraction purposes.

That should be all.

With regards,
State Secretary, Criminal Affairs Bureau,
Zenga Tanigaki
