OOC: This idea has been put to a number of the Dons and I believe at least one official outcast faction and has been given a thumbs up so far. If it had not, I would not be posting here.

Background
With increasing traffic to and from Malta due to the recent surge in demand for the orange dream among house populations and the influx of new slave transports with workers to meet that demand, steps are being taken to ensure the safety of the space around Malta following several near fatal accidents and incidents involving Cardamine and slave transports.
The Malta Port Authority is tasked with policing the docking facilities of Malta and the approaches to it. Its mission statement is as follows:

To ensure the safe operation of all docking and undocking procedures through the use of clear and concise traffic control.
To ensure all trade vessels to and from Malta are scanned for contraband both before docking and prior to leaving the system.
To enforce the rulings of the Dons and ruling factions concerining all flight activity within the Malta system.
To aid legitimate visitors by assigning escorts, navigational information, responding to SOS and tasking necessary aid as requested.

RANKS: All MPA pilots are volunteers. They range from civilian transport pilots to hardened war veterans. All duties within the MPA are assigned via duty rosta. A pilot who is one day spending his time scanning ships may well be posted to the role of traffic controler on his next duty (provided he has proved himself capable of the responsibility. Many pilots will hold ranks in over organisations but their duties in the MPA are not influnced by such. There are only 2 permanent ranks in the MPA, other titles being assigned according to current duty Below is a list of Ranks and roles utilised by the MPA at present.


Port Master (permanent): Responsible for recruitment, diplomatic and disciplinary matters, and acts as liason officer between MPA, the Dons and official outcast factions. Post currently filled by El~Gringo
Watch Commander (permanent rank): Tasked with overseeing all MPA operations, duty assignments and the like. Post currently filled by MNS-Vega.Nogora
Traffic Controller (duty based):Responsible for ensuring the safe passage of traffic to and from Malta by controlling traffic patterns and docking/undocking clearance. Also tasked to liase with visiting pilots who request such things as escorts or emergency aid and ensuring that said services are provided. Responsible also for the tasking of MPA or available outcast vessels to ensure scanning of all vessels is undertaken.
Watchman (duty based): Assists the Traffic controller by responding to scan requests etc and any other tasks assigned to him by traffic control.
Escort Pilot (duty based): Flies a dedicated escort vessel and responds to tasking from traffic control to supply said escort for pilots requesting it. Note our escort range is limited.

Ships and Equipment

Equipment limited to outcast equipment only. We dont make the finest weapons in Sirius for nothing!
Ship use is dictated by the assigned duty of the pilot. To keep this simple and the skies clear, there will usually only ever be one MPA capital ship in orbit and that will be the Traffic control station. Watchmen and escorts will usually be found to fly Gunboat and fighter class vessels. However, MPA does have a small resource of ships, and if a situation calls for a larger vessel we will have no hesitation in launching it. All ships in the MPA are to be Outcast produced vessels, without exception.

Diplomacy

The diplomatic stance of the MPA is dictated by the Council of Dons. The MPA is bound to obey and uphold all rulings of the council. For up-to-date information on the current diplomatic status of the council, please activate this external comm channel


Further OOC information:
This is an idea I have been playing with for a while. This is not a request for official status, merely an informative post to let people know what we are about should you encounter us in space. I have kept the description brief and just included the essential information.
Also note that the MPA does not claim any authority in outcast space other then the authority to enforce official outcast laws. We answer to the Dons and official factions as stated and do not consider ourselves a power in our own right.
This is all about RP, a few players like myself enjoy the mind numbing task of guarding malta and I just decided to add a bit of spice to that role. If you visit malta and you feel like ignoring us then please feel free to do so. But if you want to RP along and add a little something to OC space that would be just great. Depending on interest, I may well consider going official with this in a few months and expanding it somewhat, until then its just a bit of RP fun for likeminded players.

When I read this, I had vague recollections of Pirates of the Carribean for some reason. Any distant relation, or am I insane?

Well that's a good start to this. way to go.

However other than that this is an interestign concept, Malta does become a parking lot at times and having folks trying to make it tidier and better would be interesting.

What ships will yopu be flying? Guns are obvious, and if this works, it's a unique concept which could make the grade.

Lol not quite. I do however live in a fishing town where we have an active harbour, the idea sprang from that i suppose.

Ship wise I want to keep it simple. The traffic control vessel would more than likely be a dessie, but it isnt much more than a static control tower.
Otherwise I think, gunboats for the watchman role as they are able of dealing with most situations and signnificantly threatening to the trader to force compliance :)
Escorts could be whatever suits the role I would think, HF and VHF would be preferable to me if theres a couple of them

I'd recommend fewer gunboats and more fighters because you said you're all volunteers. Gunboats cost more money to maintain and crew than fighters, so for a volunteer outfit, fighters would be more effective. Bombers are also more effective for dealing with traders than gunboats are, and besides, I know what things are like in Malta's orbit - if you get into trouble just shout and you'll have all the backup you'd ever want which kinda negates the need for gunboats.

Also, this is kinda cool because it represents a new degree of organisation in the Outcasts - there is a ruling body (the Dons), a State funded Navy and this would represent a State sanctioned police force. That practically makes the Outcasts a proper House.
...actually, we've always RPed the military as privately funded <.< >.>
